Site work and new construction of a bridge / tunnel in Newburyport, Massachusetts. Conceptual plans call for the construction of a bridge / tunnel; and for site work for a bridge / tunnel.

Plummer Spring Bridge supports the road that separates the Upper and Lower Artichoke Reservoirs and sits on the town line with West Newbury. The granite block retaining walls are collapsing and the approaches have settled dramatically. 2016 and 2017 MDOT inspection reports classified the bridge as being severely deficient and that repairs/replacement be made as soon as possible. Until this is done the bridge will be closed. The City and West Newbury are working together and utilizing a MassDOT Small Bridge Grant for survey, feasibility and design. We do not anticipate being awarded any funds this year. Subsequent years are for construction. As of august 24, 2022, this project is currently in the FY 2023-2027 CIP . Funding for this project is allotted in the city's capital improvement plan for construction Fy 2025. A firm timeline has not been established; however, construction is scheduled for Fiscal Year 2023. *Project information has been obtained through a public capital improvement plan (CIP).
