BOROUGH OF LITTLESTOWN, LITTLESTOWN, PENNSYLVANIA SOUTH QUEEN STREET PUMP STATION AND PINEY CREEK INTERCEPTOR REPLACEMENT CONTRACT SQ18-1: PUMP STATION GENERAL CONSTRUCTION-Expected Contract Value $600,000. - $700,000. CONTRACT SQ18-2: PUMP STATION ELECTRICAL CONSTRUCTION-Expected Contract Value $90,000. - $110,000. CONTRACT SS18-1: SEWER AND FORCE MAIN REPLACEMENT-Expected Contract Value $1,250,000. - $1,500,000. Sealed Bids for the South Queen Street Pump Station and Piney Creek Interceptor Replacement will be received by the Littlestown Borough, online until 1:00 p.m. local time on February 25, 2019, at which time the Bids received will be publicly opened and read aloud at the Littlestown Borough building, 10 South Street, Littlestown, PA 17340. The Project generally includes construction of a new suction lift style pump station with building and all site improvements to replace the existing South Queen Street Pump Station, demolition of the existing pump station, construction of approximately 2,280 feet of 10" sanitary sewer piping and associated manholes and appurtenances, construction of approximately 2,930 feet of 8" force main piping and appurtenances, and abandonment of existing sanitary sewer and force main piping. Separate Bids will be received for Contract SQ18-1: Pump Station General Construction, Contract SQ18-2: Electrical Construction, and for Contract SS18-1: Sewer and Force Main Replacement. Bids for Contracts SQ18-1 and SQ18-2 shall be on a lump sum basis. Bids for Contract SS18-1 shall be on a unit price basis. A pre-bid conference will not be held. Sealed bids shall be accepted online through the PennBID Program. Bidding Documents and solicitation details may be viewed and available at no cost online at www.PennBID.net. Following registration, complete sets of Bidding Documents may be downloaded as portable document format (PDF) files. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBID Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. The estimated cost for each Contract is greater than Twenty Five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color. The Borough reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough, and to reject any or all proposals.
