The purchase and installation of a 6000-gallon underground fuel storage tank (UST) that will supply our emergency generator with diesel fuel. Bidders should carefully examine the specifications and fully inform themselves as to all conditions and matters which would in any way affect the equipment/materials/services or cost thereof. Appendix A, which is included in this solicitation, shall be incorporated by reference in the resulting contract and become a part of said contract. The Detention Center reserves the right to accept or reject any and all bids and waive informalities. The NRADC was required to remove the previous UST because its integrity was compromised. The Owens-Corning model DWT6 6000-gallon tank, when removed, left a 24'x15'x13' deep space which was backfilled with gravel and concrete. The area was tamped and is back in use as a loading dock runway. Currently the NRADC is utilizing a temporary above ground fuel tank for the generator. The NRADC is requesting a 6000-gallon UST that will fit into the backfilled area where the previous tank resided. The tank and all ancillary piping, sumps, overfill protections, safety devices and any other non-identified components required by applicable codes must follow the Virginia Department of Environmental Quality (VA DEQ) and Frederick County Virginia policies and standards. All required permits, inspections, testing and quality controls must be completed and included as part of the bid installation project. The installation shall include the tank to be connected to our Kholer 350KW emergency generators Detroit Diesel power plant, model number 80837405. The NRADC will require a UST monitoring system approved by the VA DEQ. The monitoring system must have the capabilities to store collected data and to print the stored data for VA DEQ reporting purposes. All excavated gravel from the original back fill will be moved to an area 500 yards from the work site on NRADC property and remains property of the NRADC. All other refuse and concrete will be disposed of properly. All backfill required shall be of new unused material. In addition, a cap of 6",1/2" rebar reinforced concrete and tied into the surrounding concrete loading dock runway will be required. All facility safety and security policies will be adhered to. In addition, all contractor's employees that will be onsite will submit an authorization form which will allow the NRADC to conduct a criminal background check to determine eligibility to be on the NRADC premises.
