Site work and paving for a mixed-use development in Quarryville, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
**As of April 17, the project was awarded to Long's Asphalt, Inc for $420,362.05. The anticipated completion date is by the end of summer 2019.**** Expected Contract Value $450,000 - $480,000 Project generally comprises reconstruction of approximately 2000 SY of roadway, replacement of approximately 210 SY of concrete sidewalk, replacement of approximately 1,400 LF of concrete curb and installation of handicap ramps; installation of six storm inlets and approximately 434 LF of storm sewer pipe; and restoration to seeded and other areas disturbed by construction operations along East Second Street; and installation of one storm inlet and 85 LF of storm sewer pipe, LF of sanitary sewer pipe, mill and overlay of approximately 2,950 SY of roadway on South Hess Street. Reproduction of the Bidding Documents, or their placement on web sites other than PennBid, is not permitted. Bidders must review the results of the bidding on the PennBid website. The apparent low bidder and the next two lowest bidders must submit original copies of the Bid Form and other documents listed in Paragraph 6 of the Bid Form so that they received by the Engineer within two (2) business days of the bid opening at Engineer's address as indicated above. Bids may be modified or withdrawn at any time prior to the opening of Bids.Bids must be on the forms furnished by the Owner. No bid will be considered unless it is accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the bid total. Such bid security shall be made payable to the Borough of Quarryville. All bid bonds shall be in the form included within the Bidding Documents and shall be accompanied by a power of attorney from a licensed surety company as described in the Bidding Documents. Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the Project Manual, and evidence of all required insurance as set forth in the Project Manual, must be furnished by the successful Bidder at the time set forth in the Project Manual. Bidders are advised that each Bidder is required to submit, with their Bid, a Non-Collusion Affidavit in the form contained in the Project Manual in accordance with the Pennsylvania Anti-Bid Rigging Act. Bidders should refer to the provisions of all federal and state statutes, rules and regulations regarding the prevention of environmental pollution and the preservation of public natural resources that affect the project, and bidders will be required to comply with all such statutes, rules and regulations. It is a requirement of this Contract that Bidders shall have a minimum (5) year, (5) project documented experience in the type of Work required by this Project. It is a requirement of this Contract that at least 50% of the Work be performed by Bidders own work force, not by subcontractor(s). It is a requirement of this Contract that landscaping, and restoration of seeded areas is performed by a qualified landscaping firm, not by Contractor's own work forces. Bidders, subcontractors, their workers and any persons providing labor or products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. Notice is given that the project for which Bids are being solicited hereby is subject to: (i) the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions; (ii) Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996) known as the Underground Utility Line Protection Law; (iii) the Public Works Verification Act; (iv) the Pennsylvania Human Relations Act 222 conditions; and (v) the Non-Discrimination in Employment/Contract Compliance Regulations conditions. Notice is given that the project for which Bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, the Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under the provisions of said Act must be paid by contractors in connection with performance of the necessary work. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". The OWNER reserves the right, at its option, to waive any informalities, irregularities, defects, errors or omissions in any or all proposals and to reject any or all proposals.
