City of San Jose (CITY) is requiring that all General Contractors bidding on the Nitrification Clarifier Rehabilitation Project - Phase 1 (PROJECT), to be undertaken by the CITY, must be pre-qualified before submitting a bid on the PROJECT. It is mandatory that all General Contractors who intend to submit a bid for the PROJECT, fully complete the Pre-qualification Submittal, provide all materials requested herein, and be approved by the CITY to be on the final pre-qualified bidders list. No bid will be accepted from a General Contractor that has failed to comply with these requirements. If two or more business entities submit a bid as part of a Joint Venture, or expect to submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid. PRE-QUALIFICATION TO BID The City has conducted a process to identify firms that are qualified to perform the required work on the Project. This pre-qualification process resulted in the selection of firms that will be eligible to bid. Each bid must be accompanied by cash, a certified check, a cashier's check or a bidder's bond in the sum of not less than 10% of the total aggregate amount of the bid. Checks shall be made payable to the order of the City of San Jose. Bonds shall be executed by a surety possessing a valid certificate of authority issued by the California Department of Insurance and shall name the City of San Jose as beneficiary. All bids must be addressed to the Director of Public Works, City of San Jose, shall bear the Project Number and Name and be in a sealed envelope. The CITY will use an Owner Controlled Insurance Program (OCIP) for this Project. Bidder shall complete and include with its bid an Insurance Cost Worksheet and shall submit its bid 'net' of its insurance costs for coverages provided under the OCIP Coverages and Other Coverages Provided by OWNER as set forth in Specification Section 00 90 04 ATTACHMENT 4, Exhibit I. Bidder's failure to comply with Specification Section 00 90 04 ATTACHMENT 4, Exhibit I, Section 8(g) will result in its bid being considered non-responsive.
