The North City Project is the first phase of the Pure Water Program, which will produce potable recycled water for the City of San Diego (City). The North City Project will expand the existing North City Water Reclamation Plant (NCWRP) and construct an adjacent North City Pure Water Facility (NCPWF). The construction of the North City Project will result in unavoidable impacts to vernal pool resources and upland habitats. Mitigation for impacts is required pursuant to City guidelines. This SANDER Mitigation Plan (SANDER) for the North City Project (Mitigation Plan) includes a description of activities to restore, enhance, and preserve vernal pools and upland habitat to satisfy the vernal pool and upland habitat mitigation requirements for the North City Project. The Contractor shall implement the project consistent with the SANDER Mitigation Plan for the North City Project - Pure Water and the City's Vernal Pool Habitat Conservation Plan (VPHCP). The scope of work under this contract shall consist of preparing the site for restoration, removal of trash and debris, treatment and removal of exotic plant species, installation of a temporary irrigation system, contouring and grading disturbed soil surfaces to improve and create wetland hydrology, procuring and installing native container plants and seed and completion of a plant establishment period. The ontract includes a 5 year (60 month) maintenance period where the site shall be maintained to successfully restore and enhance upland and wetland habitats onsite through regular maintenance including trash removal, weeding, and watering of native plant material. Subcontracting participation percentages apply to this contract.
