The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to Convert an existing test well into new backup well, installing various pipelines, a new precast concrete water treatment plant building over a cast in place concrete wet well, 10,000 gal hydropneumatics tank, 150,000 gal "old" style steel elevated tank, high service vertical turbine pumps, chemical feed systems, HVAC, instrumentation and controls,
emergency generator, various other electrical and related site work items and there is approximately 12,000 ft of water distribution lines ranging in size from 2" service connections to
10" water mains as specified in the attached technical specifications. The site located at 4493
Telegraph Road, Elkton, MD 21921. When the base bid is in excess of one hundred thousand dollars ($100,000) each bidder shall furnish bid security in an amount not less than 5% of the base bid. For all contracts in excess of one hundred thousand dollars ($100,000) the successful bidder shall also be required to furnish a performance bond and a payment bond, each in 100% of the value of the contract. PREVAILING WAGE: Work for this project will be subject to the prevailing wage rates when the base bid is in excess of five hundred thousand dollars ($500,000). LIQUIDATED DAMAGES: Liquidated damages in the amount of $750.00 will be assessed for each calendar day in excess of the days given in the time for performance. TIME FOR PERFORMANCE: The successful contractor shall have Three Hundred and Twenty (320) calendar days to complete work, after the start date established in the Notice to Proceed issued by MES. In addition to the overall project schedule, a critical Milestones is also established for this project: o Critical Milestone: Set up and Pump Test backup well per Specification 02600 and send all data to engineer for pump selection. Sixty (60) calendar days after notice to proceed. The deadline for questions to be received by the Procurement Office is June 21, 2019 by 12:00 PM.
