O'Shea Builders will obtain responses from the design team and owner, as needed, and responses to bidder questionsvia addenda. Bidders will be subcontracting this work to the Construction Manager. The Construction Manager for this Project is O Shea Builders and the Architects are Perkins & Will and IGW Architecture. Bids will be received by Unit 4 as mentioned below. All successful bidders will be assigned as subcontractors to O Shea Builders. This contract calls for the construction of a public work, within the meaning of the Illinois Prevailing Wage Act (820 ILCS 130/0.01 et seq.) ( the Act ). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the prevailing rate of wages (hourly cash wages plus fringe benefits), in the county where the work isperformed. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor at electronically. Contractor and Subcontractors shall include in bids, the cost for the current prevailing wage (Illinois Prevailing Wage Act - 820 ILCS 130/0.01 et seq.). The Contractor shall ensure that any Subcontractors shall comply with the Illinois Prevailing Wage Act. Bid security in the form of a bid bond in an amount equal to five percent (5%), of the base bid is required from all bidders. Guaranty bonds in the form of a Performance Bond and a Labor and Material Payment Bond in an amount equal to one hundred percent (100%), of the bid will be required from the awarded bidder. The work will be done in compliance with the Contract Documents. It is the intent of Champaign Community School District Unit #4 to utilize Minority and Women Business Enterprises (MBE/WBE) in the construction of the school facilities in the District. In this regard, the District encourages minority and female participation as Prime Contractors, as well as for Prime Contractors to utilize available resources to identify such businesses, and recruit them to work as Subcontractors and suppliers on the Project. The District s target goal is 12% MBE and 8% WBE participation. The percent goal is reflective of current Capital Development Board participation goals for Champaign County at the date of this notice. Other pertinent information applicable to the form of the Bid, the manner of its submission, and the documents which must accompany it are included in the Specifications and other Contract Documents.
