The work includes without limiting the generality thereof the work to be performed for the electrical and generator at the Barnstable Senior Center. The work, in general, consists of a new exterior diesel generator, a new automatic transfer switch, new electric service and removal of existing electric service. Contractor to provide all material, labor and equipment to perform the work as specified. 100% Labor and Materials Payment Bond and a Performance Bond required. 5% bid deposit must be included with bid. Due to multiple funding sources, CDGB and HUD requirements apply to this project (see bid doc for complete information) and it is subject to Minimum Wage Rates dated February 20, 2019 as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, AND Decision #MA190008, MA8 -Heavy Construction for BARNSTABLE 02/01/2019 as determined by the Department of Labor under the provision of the Davis Bacon and Related Acts, as amended*. Therefore the higher rate for each job classification must be paid to employees working on this project OSHA 10 training/certification required for all project workers. Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) policies of the Town of Barnstable are applicable. The "Fair Share" construction goal per the Town of Barnstable policy is 10.4% However, due to limited opportunities the requirement for this project is a minimum of 2% combined MBE/WBE participation by state certified MBEs and WBEs. All bids for this project are subject to the provisions of Massachusetts General Laws, Chapter 30, Section 39M as amended and Massachusetts General Laws, Chapter 149, Section 26 - 27b inclusive and Section 44A - 44I inclusive. BIDS for this project also subject to the provisions of Federal Labor Standards and Davis Bacon and Related Acts. Attention is directed to the minimum wage rates to be paid on the work as determined by the Commissioner of Labor and Workforce Development and Department of Labor under the Davis Bacon and Related Acts provision. A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B and Davis Bacon and Related Acts on form WH347. The Town of Barnstable reserves the right to waive any formalities; to reject any or all proposals.
