**Construction schedule has not yet been determined but owner expects the work to be done by late summer. Proposal forms furnished by City of South San Francisco ("City") developed in accordance with the project plans and specifications The work consists of constructing the joint trench; installing vaults and boxes; installing conduits for PG&E, AT&T, and Comcast; installing temporary street lighting; and related work for this CPUC Rule 20A utility undergrounding project located along the north block of Antoinette Lane, South San Francisco, CA. The scope of work is described in the bid documents. The complete bid package consists of Part I - Notice, Proposals forms, and Standard agreement; Part II - General Conditions; Part III - Special Provisions (containing special conditions and technical specifications), and Part IV - Project Drawings. Bidders must contact Rozzi Reproduction and allow two working days advance notice for preparation of plans. Checks shall be made payable to 'Rozzi Reproduction', based on the following non-refundable charges: Bid Set (Plans, Specifications and Proposal Forms) $ 106.00 Call for pricing on overnight delivery if desired Bidders seeking clarifications are solely and exclusively responsible for submitting such inquiries or clarification requests to the Engineering Division not less than six calendar days prior to the scheduled bid opening date. The City reserves the right to reject any or all bids if in the best interests of the City and, as permitted by law, waive any informality or minor irregularity in any bid. If there is reason to believe that collusion exists among the bidders, the City may reject any or all bids. Cash, cashier's check or certified check payable to the City of South San Francisco of not less ten percent (10%) of the bid, or a bond in said amount, payable to the City of South San Francisco and signed by the bidder as well as a corporate surety, shall accompany the bid (Bid Bond). The amount so posted shall be forfeited to City if the bidder does not enter into a contract with the City within ten calendar days after Notice of Award. The City shall have the right to hold all bid bonds until award of the contract or a period of ninety (90) calendar days from the date of the bid opening, whichever occurs first, to allow the City to review bids and qualifications of Bidders prior to award of contract. Any bid withdrawn before expiration this time period shall result in forfeiture of Bidder's Bid Bond. 7. In the event of a bid mistake resulting from a clerical error made by the Bidder, withdrawal of such bid without forfeiture of the Bid Bond may only be allowed if the criteria set forth in California Public Contract Code 5103 are met and the procedures set forth therein are followed; any such approval by City of bidder's request to withdraw bid shall be at the sole discretion of the City of South San Francisco. 8. The Project is a "public work" as defined in Labor Code 1720 et seq. Bids shall be made in accordance with prevailing hourly rates of per diem wages for this locality and project as determined by the Director of Industrial Relations (DIR) pursuant to Labor Code 1770 et seq. Prevailing wages are available from DIR and from the City Engineer at 315 Maple Avenue, South San Francisco in accordance with the provisions of Labor Code 1773.2 which prevailing hourly rate of wages is made a part of this notice by reference as though fully set forth herein. 9. Contractor shall possess a Class A General Engineering Contractors license at the time of bid opening. Listed subcontractors shall also possess the required contractor's license for each specialty work specified and/or possess a Class A license. The Contractor shall remain licensed and in good standing at the time the contract is awarded. 10. The contract work requires excavations five feet deep or deeper. Therefore each submitted bid must contain as a bid item for adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life and limb in trenches and open excavation conforming to applicable safety orders, as required by Labor Code Section 6707. Contractor will be required to submit a sheeting and shoring plan in accordance with Labor Code Section 6705. 11. The Contract is subject to compliance monitoring and enforcement by the California Department of Industrial Relations, pursuant to Labor Code 1771.4. Under California Labor Code 1771.1, as amended by SB 854, a contractor may not bid, nor be listed as a subcontractor, for any bid proposal submitted for a public work unless the contractor and its subcontractors are registered and qualified to perform public work pursuant to Labor Code 1725.5. 12.
