Site work and paving for a mixed-use development in Napa, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The contractor shall possess a Class "A" license at the time the contract is awarded (who are licensed by the State of California for the type of work involved). Attention is directed to Section 7-1.02K, "Labor Code," of the Standard Specifications and these Special provisions. In accordance with the provisions of Section 1774 of the Labor Code, the County has ascertained from the Director of Industrial Relations the general prevailing rate of wages (which rate includes employer payments for health and welfare, pension, vacation and similar purposes) is applicable to the work to be done under this Contract. The general prevailing wage rates and any applicable changes to these wage rates are available: 1. At the Department's Labor Compliance Office of the district in which the work is located 2. electronically Changes in general prevailing wage determinations apply to the Contract when the Director of Industrial Relations has issued them at least 10 days before advertisement. (Labor Code 1773.6 and 8 CA Code of Regs 16204) The site is located at MPM 0.40 (114 Sunnyhill Lane) in the Circle Oaks Homes Subdivision, approximately 12 miles north of the City of Napa in Napa County, California. Slope creep from the 2017 storm events have damaged approximately 105 feet of roadway on Sunnyhill Lane (Post Mile 0.40). The damaged area is judged to be an immediate threat to the roadway as creep may accelerate with additional rainfall. The 2017 storm events have affected about 145 feet of roadway with varying amounts of horizontal and vertical displacement. At the center of the damaged area, the slope failure has resulted in a complete loss of lateral support and subsidence of the outer edge of travel lane. The proposed repair to the slide is approximately 145' long concrete grade beam wall supported with concrete CIDH (cast in place drilled hole) piles. The grade beam depth varies from 4' to 7'. The piles depth is approximately 27'. There are approximately 150 linear feet of roadway payment rehabilitation (grinding and re-surfacing) and 100 lineal feet of roadway payment re-construction (removing old asphalt and replacing with new asphalt). The Engineer's Estimate is $550,000 The work generally consists of: o Mobilization o Staging Area Setup o Implementation on Erosion and Sediment Control Best Management Practices (BMP) o Construction Area Signs per CAMUTCD standards and Special Provisions o Temporary Traffic Control per CAMUTCD standards and Special Provisions o Clearing and grubbing that includes tree and shrub trimming (as shown on the plans) o Roadway excavation and grading, backfill, and asphalt pavement o Grade beam wall over concrete CIDH piles o Drainage facilities o Utility coordination will be required. o Crane height restrictions apply due to existing overhead utilities. Contractor shall review the site constraint for overhead utilities and pole and determine appropriate crane equipment requirements o Auxiliary work shown on the plans and as directed by engineer. o All construction activities including any temporary staging shall occur within County right of way unless directed otherwise by the engineer. o Final cleanup o Project Closeout 3. Access and Construction Staging Area: Proposed construction staging area is within the road right-of-way at the project site. During construction, primary construction access to the work area is in Sunnyhill Lane. 4. Coordination Contractor shall coordinate and sequence work and include in the schedule for work performed by County Team and others including: o Inspections by county and county's construction management, inspection and testing team, regulatory agencies, etc. o Quality Assurance Team performing Survey Verification, QSD Inspections, Geotechnical Observations, Special Inspections, Material Testing, Source Inspection, etc. o Environmental survey and monitoring by county's environmental consultant. o Circle Oaks County Water District, coordination if necessary o PG&E and ATT, etc., coordination if necessary o Activities performed by adjacent property owners. o All other coordination that may arise during the duration of the project 5. Regulatory Requirement and/or Permit Include: A. CEQA Requirement: 1.The County has filed for a Notice of Exemption (NOE) B Permit: 1.Contractor to obtain necessary permit(s) It is anticipated that the project will be built in May 2019 and finish construction in July 2019. Contractor shall possess a Class A License at the time of contract award. The proposal form includes Base Bid. Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids will be considered. No bid will be considered unless it is made on the blank PROPOSAL FORM included in the Bid Documents and is made in accordance with the provisions of the proposal requirements and conditions set forth under Section 2 of the Standard Specifications of the State California, Department of Transportation, dated 2015, except as modified in the Special Provisions. A bid guaranty in the amount of 10% of the total bid shall accompany the bid. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. In accordance with the provisions of Section 1774 of the Labor Code of California, the prevailing wage rates for classifications of Labor to be employed in the work have been determined by the Board of Supervisors of Napa County and incorporated by reference in the Special Provisions of the Bid Documents. The construction is anticipated to begin in early May of 2019 and to be completed in 45 working days. Award Contract April 16 2019 Preconstruction and Submittals April 2019 and ongoing Start Construction May 2019 End construction June 2019 Project Closeout July 2019 The project is funded by Federal Emergency Management Agency (FEMA) and is subject to DBE requirements per Attachments D1 and D2. The DBE goal is 12%. Bid shall be valid for 60 days from bid opening.
