Jacksonville-based Haskell is the contractor for the almost $51.51 million Fleet Readiness Center Hangar 101 Repairs at 6801 Roosevelt Blvd. at Naval Air Station Jacksonville. Haskell says the project is repairing and renovating Hangar 101, also known as the Large Hangar. It was built in 1940 and has had several additions and internal modifications over the years reflecting changes in mission and equipment. Haskell said the facility is occupied and operational throughout the repairs and renovations. The project consists of interior and exterior renovations, electrical system replacement and upgrades, mechanical system replacement, and roofing replacement. Haskell estimates completion March 17, 2023. The architect is Mike Schmieder. The civil engineer is Myra Jones. This Design Build project is for repair and renovation of Hangar 101 for Fleet Readiness Center Southeast (FRCSE) located at Naval Air Station Jacksonville, Florida. Also known as the Large Hangar, it was built in 1940 and has had several additions and internal modifications over the years reflecting changes in mission and equipment. The facility will be occupied and operational throughout the entire duration of the repairs and renovations. Components 1-3 will be the base bid and Components 4-7 will be individual bid options. The contract will be for a term of two to three years. The estimated cost of construction, including existing demolition, is between $25,000,000 and $100,000,000, The North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction with a Small Business Size Standard of $36.5 million. Under the FAR guidelines, the prime contractor must have the capability to perform at least 20 percent of the contract work with its own employees. The Government will use responses to this Source Sought announcement to make appropriate acquisition decisions. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references. In addition to the general information above, interested offerors must provide the following specific information: Respondents must include references and a capability statement for a minimum of three (3) to a maximum of five (5) projects that meet the specific capabilities listed below: 1) Renovation contracts/projects your firm has completed in the last seven (7) years as the prime contractor that best demonstrate your experience on projects that are similar in size, scope, and complexity to this requirement. 2) Experience must be demonstrated in renovations of exiting hangar type buildings. 3) Submitted projects must have a value of approximately $25,000,000 or greater and must involve new construction of facilities; repair projects will not be considered. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. After completing its analysis, the Government will determine whether to limit competition among 8(a), HubZone, SDVOSB, Veteran-Owned Small Business WOSB and/or Small Business firms or to proceed with issuing an unrestricted solicitation, inviting full and open competition.
