Site work, paving and renovation of a civil project in Virginia Beach, Virginia. Completed plans call for site work for a road / highway; for the renovation of a water / sewer project; for paving for a road / highway; and water / sewer project.
Virginia Beach The City of Virginia Beach, Virginia will receive sealed bids for the furnishing of all equipment, labor and material, and the performing of all work for the above described project. The Bidder shall include in its bid or proposal its identification number issued by the Virginia State Corporation Commission or a statement describing why it is not required to be so authorized to transact business in the Commonwealth. The work includes furnishing all labor, materials, tools, equipment and related items and services required for the construction of a submersible sewer pump station, gravity sewer collection system, and force main system improvements described in the Contract Documents. All bids shall include mobilization, administrative, labor, materials, transportation, taxes, insurance, permits and all other items necessary for a complete and acceptable project. Specifically, the work includes construction of a submersible sewer pump station and site work; a gravity sanitary sewer collection system including manholes, pipelines and service connections; installation of sanitary force main system including piping and valves; relocation of existing vacuum sewer pipelines; and surface restoration including pavement patching and right of way restoration. The procedure for withdrawal of bid due to error shall be per Section 102.02 B. of this document. The City of Virginia Beach does not discriminate against faith based organizations. All bidders are advised that there is a requirement for the preparation and inclusion of a swam-certified small business subcontracting participation plan. Where the contractor intends to utilize subcontractors, at least 50% of the value of the subcontracted work shall be provided by one or more swam-certified small businesses, or the contractor must provide documentation showing, with specificity, the good faith efforts undertaken to meet the 50% swam usage requirement. If the swam-certified small business participation plan does not meet these requirements, the entire bid shall be deemed nonresponsive. To encourage contracting with minority owned Vendors, the city council also adopted a 10% minority contracting aspirational goal.
