Site work and new construction of a military facility in Lexington, Oregon. Working plans call for the construction of a military facility; and for site work for a military facility.
The OMD has an infrastructure portfolio spread throughout the State of Oregon. Types of buildings include readiness centers, maintenance facilities, warehousing, storage, aviation facilities, administrative space, and training site facilities. The portfolio contains roughly 3.3 million square feet of building area with nearly 400 buildings located at approximately 49 sites across the State. This RFQ is the first step in a two-step solicitation process for procuring a Design-Build project team that will assist OMD in the development of a new training and maintenance building for the Tactical Unmanned Aerial Vehicles ("TUAV") in support of the ongoing mission of the Oregon Army National Guard ("ORARNG"). OMD is committed to constructing the highest quality buildings and infrastructures OMD can afford and expects structures which promulgate cultural leadership. In short, the three primary goals in OMD facilities can be expressed as follows: 1) Soldier/Unit/Equipment Readiness; 2) Sustainability/Innovation; and, 3) Community Partnership. When these goals are fully expressed in its facilities, OMD has the greatest likelihood of sustained success over time. Limited capital and sustainment funds means OMD's buildings must perform for extended periods of time with minimal maintenance. OMD requires quality in the design and construction process, to ensure it can meet these requirements. To this end, OMD's desire in the procurement process is to seek the "best value" for the State of Oregon ("State"). OMD is interested in retaining firms capable of bringing superior design principles to bear in a sustainable manner and constructing the highest quality buildings in the region. OMD wants to ensure tax dollars being spent on capital construction result in cultural enrichment for its communities while also developing innovative and sustainable buildings that are ready to respond to any emergencies which arise and capable of withstanding the test of time. The TUAV project is located on what is considered an operational military training range and will function as an operations, training, and storage facility. Facilities of this kind are essential to the effective functioning of the National Guard, whether on national defense or state missions such as emergency response and restoration of civil order. Therefore, especially in the current international political climate, with attendant security issues, it is critical that the facility be constructed to function as quickly as possible and within budgetary constraints. 2. SITE INFORMATION This RFQ addresses the development of a new training and maintenance building and related site and infrastructure improvements to accommodate four (4) RQ-7 Shadow Tactical Unmanned Aerial Vehicles supported by a 28-person platoon, collectively, the TUAV Project (the "Project"). The TUAV facility will be located at the United States Navy's Naval Weapons Systems Training Facility (NWSTF) Boardman, Oregon (the "Site"), The NWSTF Boardman is an approximately 46,722 acres, 6-by-12 mile rectangular parcel located approximately 3 miles south of Boardman, in Morrow County, Oregon. The Site address is: Naval Weapons Systems Training Facility 76966 Bombing Range Road Boardman, Oregon 97818 NWSTF Boardman is an active training range and military installation administered by the Commanding Officer of Naval Air Station ("NAS") Whidbey Island, Washington. Contractor must comply with all Site access and safety requirements dictated by NAS Whidbey Island Instruction and Procedure, as required, including, safety orientation, escort, notification, and scheduling requirements. Due to the active nature of NWSTF Boardman, the Contractor may be required to suspend or limit Work activities periodically. At a minimum, a valid photo identification is required for all individuals requesting access to the Site. Contractor must make this requirement known to all personnel requiring access. On a weekly basis, Contractor must provide the Owners representative a current list of all individuals, including subcontractors, requiring access to the Site. All OMD facilities are governed by U.S. Homeland Security REAL ID compliance regulations. Valid Photo identification is required. Facility owners/staff are prohibited from accepting driver's licenses or ID cards from non-compliant states or jurisdictions. Proposers are responsible for providing appropriate valid identification. OMD is not responsible for Proposers who are denied access for not having proper identification. Site specific hazards: Although NWSTF Boardman has been restricted to inert munitions since being transferred to the U.S. Navy in the early 1960's and has subsequently undergone annual Operational Range Clearance ("ORC"). The range previously supported a variety of undocumented military activities since being established in 1942. Because of this, there is a medium probability that Munitions and Explosives of Concern ("MEC") and Unexploded Ordnance ("UXO") may be encountered during the Project. If encountered, Contractor must immediately cease Work in the area and report finding to the Owner's representative. No Work will be allowed to continue or commence in the area until the MEC/UXO have been rendered safe and an authorization to proceed has been issued. OMD may provide, or require the Contractor to provide, a Work Plan ("WP") to provide details for conducting munitions and explosives of concern clearance and safety support for the Project. Contractor shall follow Work Plan and notification procedu res as outlined should UXO/MEC be discovered. The new TUAV facility program is for an approximately 22,733 square feet of new building that will include administration, operations, maintenance, personnel and enclosed vehicle storage areas, as well as organizational vehicle parking, a paved runway, a refuse collection facility, and a flammable materials facility. Construction will include all utility services to and from the Site and new facility, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas and related site and infrastructure improvements. Facilities will be designed to a minimum life of 50 years and comply with Department of Defense's ("DoD") Unified Facilities Code ("UFC") 1-200-02 "High Performance and Sustainable Building Requirements" dated 1 March 2013, including energy efficiencies, building envelope and integrated building systems performance per Assistant Secretary of the Army ("ASA") Installations, Energy and Environment ("IE&E") Sustainable Design and Development Policy, as updated from time-to-time. Access for individuals with disabilities will be provided. Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards will be provided. Work will be constructed in general conformance with Engineering Technical Letter ("ETL") 09-1: Airfield Planning and Design Criteria for Unmanned Aircraft Systems. The Work under any resulting Design-Build Agreement will consist of design, review, value engineering, demolition and disposal, construction, and non-independent commissioning services needed to construct the Project. The Project must comply with technical specifications contained in the Army National Guard Criteria Pamphlet DG 415-5 "General Facilities Information Design Guide" as provided by the Army Installations Division. DG 415-5 provides functional and technical requirements relevant to the contracting practices and procedures for military funded projects. The Project must also comply with other applicable federal, state, and local codes and regulations. Under these requirements, OMD will strive to employ cost saving, space saving, energy saving, and other sustainable design and construction features. Therefore, OMD strives to continually improve its acquisition and project delivery approaches. One of these ongoing improvements is the design-build project delivery structure. The Project is subject to the requirements of an exemption from competitive bidding proceeding (Exemption OTHERSR-366-19 pursuant to ORS 279C.335(2), before the Department of Administrative Services ("DAS"), as the public contract review authority for the State, pertaining to OMD's use of the design-build alternative contracting method for this Project. The OMD must comply with the terms of that exemption, in order to proceed with a request for proposal process and to award a design-build contract pursuant to that process. The completed Project must meet/comply with the following: (1) the State of Oregon Energy Efficiency Design ("SEED") requirements set forth at Oregon Revised Statutes ("ORS") 276.900 through 276.915 and Oregon Administrative Rules ("OAR") 330-130-0010 through 330-130-0100 and (2) The Oregon Department of Energy ("ODOE") 1.5% Green Energy Technology in Public Building Construction Contracts requirements pursuant to ORS 279C.527, 279C.528 and OAR 330-135-0010 to 330-135-0055. Additionally, the Project will strive to meet the highest possible Certification of the US Green Building Council ("USGBC") Leadership in Energy and Environmental Design ("LEED") rating for a Major Renovations project. A. These documents constitute a Request for Qualifications ("RFQ"). The purpose and intent of this RFQ is for the OMD to identify a list of qualified proposers (three (3) to five (5) firms, at the sole discretion of OMD) to submit Proposals to provide design and construction Services for the Project B.
