Bids shall be submitted for: Water Main Extension and Sidewalk Ramp Improvements on Thomas Street from Central Avenue to Reller Street Conditional or qualified bids will not be accepted. Give special attention to and comply with project insurance and bonding requirements. Each bid proposal shall be accompanied by a certified check or bid bond in the amount of at least five percent of the amount bid, drawn payable to the Village of Roxana as security for the proper execution of the contract. Bids from partnerships or joint ventures will not be acceptable. The OWNER reserves the right to accept or reject any or all bids and to waive any informality in any bids should it consider same to be in the best interest of the OWNER. Bids may not be withdrawn for a period of sixty (60) days after date of receiving and opening bids. This project is partially funded with a Community Development Block Grant through Madison County Community Development. Contractor shall comply with all requirements of the Madison County Community Development Compliance Package included in the bid documents. The United States Dept. of Labor prevailing wages shall apply to the project, and hiring preference shall be given to the Illinois citizens. Furthermore, the Village of Roxana has adopted a Project Labor Agreement with the Southwestern Illinois Building Trades Council.
