The City of Sedalia, Missouri is seeking proposals for the purchase and re-use of property owned by the City of Sedalia located at 400 South Ohio Avenue. The property is zoned C-2 Commercial Business and consists of one building comprising 4140 square feet on two levels. There is a full basement. The main building is a non-contributing property (constructed c.1883, altered c. 1965, and altered c. 2000) to the Sedalia Commercial Historic District as listed in the National Register of Historic Places and is included in Sedalias Central Business and Cultural District (CBCD). This property listing can be corrected to contributing with an amendment to the district supplied by the new owner. Federal and state tax credits are available for the proper historic rehabilitation of the structure to Secretary of the Interior Standards, making this an attractive property with significant and immediate return on investment. With the corrected property listing in the National Register the building rehabilitation could qualify as contributing to the district which would allow for the 20% federal tax credit. The property is in fair condition and is currently vacant. Proposals will be assessed by how they address the following issues: Intended use of the building; Economic impact of proposed use of building Proposed purchase price of the building Scheduled improvements and investment in the property; and Timeline for returning the building to 100% occupancy/usage. All proposals shall be in written form and include: The names, respective titles, and qualifications of all persons who will be responsible for acquisition and management of the property. A brief statement of the capacity of key personnel to undertake the proposed project. The names and telephone numbers of individuals and/or businesses who can be called as references regarding the applicant's past work-related performance. A written description regarding applicant's approach to the project, proposed scope of work, definition of individual tasks, and proposed schedule.
