Liquidated damages will be assessed per the specifications. Refer to Supplemental Instructions to Bidders and construction documents for additional information. The work includes the renovation of nine existing schools to build secure entry vestibules. The scope of work for this current renovation project includes but is not limited to: selective and building demolition, relocation and addition of mechanical ductwork and diffusers, relocation and addition of existing electrical systems, fire protection, fire alarm systems, masonry, hollow metal doors and frames, aluminum storefront, aluminum window, interior finishes (walls, ceilings, floors, base), door hardware, casework to create new secure entry vestibules. The work effort will be executed in one phase on site beginning after the last day of school and ending in August 2019. The building will be occupied during construction work. The contractor shall be required to coordinate the contract work. State law requires all contractors performing work pursuant to a construction contract require that all employees and subcontractors submit to a state criminal history background check by the Department of Kentucky State Police and the Federal Bureau of Investigation and have a letter, provided by the individual, from the Cabinet for Health and Family Services stating the individual is clear to hire based on no findings of substantiated child abuse or neglect found through a background check of child abuse and neglect records maintained by the Cabinet for Health and Family Services. The Instructions to Bidders, Form of Proposal, Form of Contract, Plans and Specifications, and Forms of Bid Bond, Performance and Payment Bond and other contract documents may be examined Sherman Carter Barnhart Architects, 2405 Harrodsburg Road, Lexington, KY (859.224.1351). Immediately following the scheduled closing time for receiving the bids, all proposals that have been completely filled out and have been properly submitted with the appropriate attachments in accordance with the Contract Documents will be publicly opened and read. Bids must be accompanied by a certified check or bid bond, payable to the Owner in an amount of not less than 5% of the bid. The award of the contract shall be made on the basis of the lowest and best bid in the interest of Fayette County Board of Education. No bidder may withdraw his/her bid for a period of sixty (60) days after the date set for the bid opening. The Fayette County Board of Education provides equal opportunities to all of its bidders with respect to the bidding and award of construction contracts. Fayette County Public Schools requires that the bidder submit with the bid the following information: 1. Bid Bond -- property signed, witnessed and executed. 2. Supplier Diversity Program Contract Forms -- properly completed, signed and dated. 3. Proposal Form -- properly signed, with listing of all subcontractors at time of submittal. A listing of manufacturers and completed unit prices shall be submitted within 1 hour following the bid. Bid Submission: Contractors are to place their Bid Bond, their Supplier Diversity Program Contract Forms, and their Form of Proposal in a large, single envelope labeled with the project name and submitting company. NON-CONFORMANCE TO THE ABOVE REQUIREMENTS SHALL BE GROUNDS FOR REJECTION OF THE BID. CONDITION OF BID - It shall be noted that the bidder shall be capable to accomplish the indicated project with-in the timeline indicated for any or all of the FCPS Security Vestibule Group 'A', 'B', or 'C' projects. If a bidder submits bids on more than one FCPS Security Vestibule Group 'A', 'B', or 'C' project, they are asserting that they have adequate and separate installation crews and workforce to properly complete each project within the allotted time. If a bidder bids on FCPS Security Vestibule Group 'A' and is the apparent low bidder and only has workforce to accomplish one project (and not both or all three), then as the only condition for withdrawal, the apparent low bidder may withdraw their bid prior to the opening of the next FCPS Security Vestibule Group 'B' or 'C' project. The Owner reserves the right to waive informalities and irregularities and shall have the right to reject any and all bids. The successful bidder shall provide a 100% Performance and Payment Bond. Preference for resident bidders shall be given as outlined in KRS 45A.90 to 45A.94. All questions shall be submitted no later than ten (10) days prior to the established bid date.
