Site work for a sidewalk / parking lot in Saugus, Massachusetts. Completed plans call for site work for a sidewalk / parking lot.
The project involves the maintenance of a boat launch sitemean high tide (MHT) and the installation of a new pile supported dock with gangways. The project includes removing 2,982 sf (74 cubic yards) of paved impervious area including the dredging of 20 cubic yards below the MHT line and restoration of a tidal marsh with native salt marsh plantings and coastal beach along the Saugus River. The project dredging below the MHT is in an Outstanding Resource Water which is generally prohibited in Outstanding Resource Waters. However, dredging is allowed for maintenance to support or enhance existing water-dependent uses. The work in the intertidal area (such as pile driving for the pier structure) will be performed during low tide. Time of Year Restriction (TOY): The Project will comply with Division of Marine Fisheries (DMF) recommendations to protect migrating diadromous fish and winter flounder during a time of year restriction of no in-water, silt-producing work from February 15 to June 30. To minimize impacts to the mudflat, MA DMF also recommends the use of float stops and/or skids to elevate the float at least 18 inches above the mudflat at all tides. The Work includes the installation of a new timber pile supported pier, roadway striping, and crosswalk safety improvements along with environmental controls and protections.
