Site work and outdoor lighting for a sidewalk / parking lot in Santa Ana, California. Completed plans call for site work for a sidewalk / parking lot; and for outdoor lighting for a sidewalk / parking lot.

Contract Time: 120 days Delivery of the Bid to the correct address and room by the time specified above shall be the sole responsibility of Bidder. OWNER shall return unopened any late Bids. All questions/clarifications must be submitted thru electronically no later than April 03, 2019 by 4:00P.M. 1. General. Provide and install six LED solar powered lighting fixtures for parking lot located at 1111 E. Fruit Street, Santa Ana, CA 92701 along with the required structural work. 2. Project Details. The work includes but is not limited to: Contractor shall provide all labor, materials, tools, equipment and all required permits and special inspections to install LED solar powered light fixtures. Exact pole locations to be determined. Contractor is responsible for the build of the light fixture foundation as described in Attachment A for Pole Mounted Fixture and Pole Base Detail and Attachment B for Pole Mounted Fixture without Pole Base Detail. Each light fixture set consists of LED Luminaire, Solar Light Controller/Driver, Solar Battery, Solar Panel, and light Pole. Refer to details on Attachment A and Attachment B. Contractor shall provide all required County of Orange Building Permits. Contractor shall provide the County with as-built drawings of all installed solar powered light fixtures. Contractor shall provide the County with light fixtures documentation and warranty information. Contractor shall properly remove and dispose of discarded materials resulting from this project. CONTRACTOR'S LICENSE CLASSIFICATION The contractor's license classification required for this Contract is B. CONTRACTOR and all Subcontractors shall have all licenses required by the State for the type of work being done CONTRACTOR shall meet the minimum experience qualifications outlined in the Bid Form and complete the "MINIMUM EXPERIENCE/QUALIFICATIONS STATEMENT" provided therein. 4. LABOR CODE NOTICE Pursuant to the provisions of Labor Code Section 1773, OWNER has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification, or type of worker needed to execute the Contract from the Director of the Department of Industrial Relations. Copies of the prevailing wage rates are on file at OWNER's principal office. Copies may be obtained from the State Office, Department of Industrial Relations or from the Department of Industrial Relations . CONTRACTOR shall post a copy of such wage rates at the job site and shall pay the adopted prevailing wage rates. Additionally, CONTRACTOR shall comply with the provisions of Labor Code Sections 1775 (penalties for prevailing wage violations) and 1813 (forfeiture for overtime violations). All contractors and subcontractors must comply with the requirements of Labor Code Section 1771.1(a), pertaining to registration of contractors pursuant to Section 1725.5. Bids cannot be accepted from unregistered contractors except as provided in Section 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. After award of the contract, CONTRACTOR and each Subcontractor shall furnish electronic payroll records directly to the Labor Commissioner in the manner specified in Labor Code Section 1771.4. 5. BID SECURITY With its Bid, each Bidder must submit cash, a certified or cashier's check from a responsible bank, or a Bidder's bond issued and executed by an admitted surety insurer authorized to transact surety insurance in California, made payable to the order of the County of Orange, in an amount equal to at least ten percent (10%) of the total Bid amount, as a guarantee that the Bidder will enter into the proposed Contract if the same is awarded to Bidder. In the event the Bidder to which the Contract is awarded fails to provide Bonds and Insurance or meet other preconditions to the OWNER's execution of the Agreement in a timely manner, the proceeds of the check or cash or the full sum of the Bidder's bond will be forfeited to OWNER. 6. BONDS The successful Bidder shall furnish a Faithful Performance Bond in an amount equal to 100% of the Contract Price and a Labor and Material Payment Bond in the amount of 100% of the Contract Price. These bonds shall be in the same form as the bonds contained in these Bid Documents and must be approved by OWNER's Risk Manager and County Counsel. 7. SUBSTITUTION OF SECURITIES Pursuant to Section 22300 of the Public Contract Code of the State of California, the Contract will contain provisions permitting the successful Bidder to substitute securities for any monies withheld by OWNER to ensure performance under the Contract. Please confirm your attendance via email to Nicholas.Murray@ocpw.ocgov.com, and make sure to reference the IFB number. The cross streets are Fuller and Fruit Street. Failure of any Bidder to attend this mandatory Prebid conference and site visit shall constitute a substantial variation from the requirements of the Contract Documents and the Bid of any Bidder not in attendance will be rejected as nonresponsive.
