Renovation of a water / sewer project in Saint Augustine Beach, Florida. Completed plans call for the renovation of a water / sewer project.
The construction of the Holiday Isle Lift Station Improvements project requires the contractor to furnish all labor, materials, equipment, and incidentals necessary for improvements to the Holiday Isle Lift Station located in St. Augustine, FL. Work will generally include, but not limited to obtaining required permits and coordination with FP&L, dewatering and installation of new 8 ft diameter precast concrete wetwell and 5 ft diameter precast doghouse/pour-in-place receiving manhole, coating the existing and proposed wetwell/manhole interior with Raven405 or approved equal, precast concrete top slab with access hatch, 316 stainless steel piping, valves, guide rails, pump bases, submersible pumps, diesel bypass pump, and water service for lift station, relocation/replacement of existing 4" and 6" backflow preventers, concrete slab/driveway, concrete masonry block wall with stucco finish and cantilever gate, electrical rack including control panel, explosion-proof terminal boxes, RTU, electrical wiring, service disconnect, and electrical meter per SJCUD standards, temporary bypass pumping and demolition/removal of existing lift station components and building and conversion of the existing wetwell into a manhole. All work shall be bid and performed specifically in accordance with the plans and specifications. Failure to sign in at the Pre-Bid Conference shall result in a bidder being deemed non-responsive and removal from consideration for award. Prime bidder must be fully licensed to do business in the State of Florida and hold a current Certified General Contractor's license at the time the bid is due. Prime or Sub-contractor performing underground utility work shall be fully licensed to do business in the State of Florida and hold a current Certified Underground Utility Contractor's license. Bidders must have successfully completed, as a Prime or Sub-contractor, at least three (3) projects, in the past five (5) years, of similar type, size and dollar value of the project described herein. Any and all questions related to this project shall be directed, in writing, to David E. Pyle, Procurement Coordinator, Purchasing Department, via email to dpyle@sjcfl.us or fax to (904) 209-0149. In the event the Designated Point of Contact is absent or otherwise unavailable for more than three (3) business days, firms may contact Leigh Daniels, CPPB, Procurement Supervisor at ldaniels@sjcfl.us. Questions are due no later than 4:00 P.M. on Wednesday, April 10, 2019, so that any necessary addenda may be issued in a timely manner. Any questions received after the deadline will not be answered unless previously approved by the SJC Purchasing Manager or other designated County Representative. Any bidder, proposer or person substantially and adversely affected by an intended decision or by any term, condition, procedure or specification with respect to any bid, invitation, solicitation of proposals or requests for qualifications, shall file with the Purchasing Department for St. Johns County, a written notice of intent to protest no later than 72 hours (excluding Saturdays, Sundays and legal holidays for employees of St. Johns County) after the posting either electronically or by other means of the notice of intended action, notice of intended award, bid tabulation, publication by posting electronically or by other means of a procedure, specification, term or condition which the person intends to protest, or the right to protest such matter shall be waived. The protest procedures may be obtained from the Purchasing Department and are included in the County's Purchasing Manual. All of the terms and conditions of the County's Purchasing Manual are incorporated by reference and are fully binding. Vendors shall not contact, lobby, or otherwise communicate with any SJC employee, including any member of the Board of County Commissioners, other than the above referenced individual from the point of advertisement of the Bid until a contract(s) is executed by all parties, per SJC Purchasing Code 304.6.5 "Procedures Concerning Lobbying". According to SJC policy, any such communication shall disqualify the vendor, contractor, or consultant from responding to the subject invitation to bid, request for quote, request for proposal, invitation to negotiate, or request for qualifications. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor formalities, and to award the bid/proposal that best serves the interests of St. Johns County. St. Johns County also reserves the right to award the base bid and any alternate bids in any combination that best suits the needs of the County.
