Construction of improvements to the seawall of Avenida Menendez, located south of Bridge of Lions and east of the intersection with Marine Street in St. Augustine, Florida 32084. Avenida Menendez Seawall Rehabilitation Design is provided in Exhibit A. The Seawall Mitigation portion of the project (precast sheet piles with concrete cap, see COST SCHEDULE under Mitigation, lines 2 and 3) shall be completed no later than September 30, 2025 in accordance with the Florida Inland Navigation District (FIND) grant #SJ-SA-22-214, Exhibits F through H. Project in its entirety shall be completed no later than December 31, 2026. This project is currently funded through FEMA's Hazard Mitigation Grant Program and therefore subject to federal requirements. Each Response must be accompanied by a Bid/Proposal/Letter of Intrest guaranty in the form of a Bid/Proposal/Letter of Intrest bond or cashier's check, payable to the City, for five percent (5%) of the "Total Cost" indicated on the Solicitation. Cash will not be accepted. The Bid/Proposal/Letter of Intrest bond must be written through a licensed Florida agency with a company licensed to do business in the State of Florida and meeting the requirements of the Agreement. The guarantee must provide that the Response will remain firm for sixty (60) days after the designated date and hour of the Solicitation opening; that if the Response is accepted, Respondent must enter into a contract with the City in accordance with the Agreement; and that Respondent will provide any required performance and payment bonds and certificates of insurance. Question Response Deadline:August 5, 2025, 5:00p The City of St. Augustine is seeking the services of a qualified and licensed Florida contractor for construction of improvements to the seawall of Avenida Menendez, located south of Bridge of Lions and east of the intersection with Marine Street in St. Augustine, Florida 32084. Avenida Menendez Seawall Rehabilitation Design is provided in Exhibit A. Precast sheet piles with concrete cap (see COST SCHEDULE under Mitigation, lines 2 and 3) are the priority of this project and as such needs to be completed first and expeditiously. The City is committed to completing this project financially. Construction is estimated for one hundred eighty (180) days, barring unforseen delays. Project in its entirety shall be completed no later than December 31, 2026. This project is currently funded through FEMA's Hazard Mitigation Grant Program and therefore subject to federal requirements. The construction scope of work shall include elevating and reinforcing a portion of the eastern seawall on the Matanzas River with the installation of approximately 180 linear feet of new concrete seawall in front of the existing riverfront seawall. The existing seawall cap elevation is approximately 5.0 feet (NAVD88). This cap shall be demolished for construction activities. The new seawall cap shall tie the existing wall to the proposed project and shall be constructed to an elevation of 7.1 feet (NAVD88) top of wall. The proposed concrete sheet pile elevations are from +6.1 feet to -22.0 feet with the wall cap reinforcing the top and seaward portions. Additionally, two existing 12-inch diameter polyvinyl chloride (PVC) stormwater outfall pipes shall be retrofitted with 12-inch Ultraflex Checkmate check valves, or an appropriate product determined by the engineer, to adequately protect the infrastructure. Riprap protection is proposed in areas of the seawall hardening and isidentified along both the wall improvement length and outfall protection locations. Appropriate transition back to the existing grades are included as well as aluminum railing to return the area to operational conditions. The City of St. Augustine Marina requests that access be maintained for its South Dock as that is an active working dock with customers that will need to have access throughout the duration of the project. Fuel deliveries are scheduled for the fuel pad. The Contractor shall coordinate directly with the Marina (Harbormaster) on accommodating these deliveries. To comply with the City of St. Augustine Historical Architectural Review Board, Coquina panels are identified as a facade to the seawall. This project shall provide a higher level of protection from direct storm surge flooding during storm events. This area of the seawall is identified as a low point and the area has experienced past flood damage. The project shall be constructed to provide protection against a 100-year storm event. Activities shall be completed in strict compliance with Federal, State and Local applicable Rules and Regulations. This project is subject to archaeological monitoring in accordance with the archaeological monitoring requirements provided in Exhibit B The City hasretained an archaeologist that will be on site during ground disturbing activities to monitor the project during construction. Should any evidence of historic or prehistoric resources be discovered during ground-disturbing activities, all work within proximity of the discovery should stop to allow for proper assessment, recording and recovery of the cultural deposits in a professional manner. Additionally, should any suspicious materials, prehistoric or historic artifacts, or suspected bones or other indications of human remains be encountered during subsurface excavation, all work in that area will be stopped and moved to another area until the location can be inspected. Artifacts could include prehistoric pottery, concentrations ofshell, bone, and dark soilstainsthat feel "greasy." Should these things be encountered, we will request that the operator STOP digging at that location. For burials, the discovery must be reported to City of St. Augustine and local law enforcement, who will in turn contact the medical examiner if the Applicants Archaeologist (Contractor) is unable to determine if the burial is prehistoric. The medical examiner will determine whether or not the State Archaeologist should be contacted per the requirements of Chapter 872.05, Florida Statutes. Representatives of the Contractor will assist in the identification and preliminary assessment of the materials or turn these duties over to the City as requested.
