For furnishing necessary materials, equipment, superintendence and labor for City of Silsbee, Texas, Sanitary Sewer Improvements Project, FY 2018 TCDP Grant Project No. 7218441, generally described as the rehabilitation of approximately 730 linear feet of existing 8" sanitary sewer line with new 10" sanitary sewer line by pipe bursting, 450 linear feet of existing 10" sanitary sewer line with new 12" sanitary sewer line by pipe bursting, 4 existing sanitary sewer manholes will be removed and replaced and restore approximately 12 service connections to the new lines. Alternate bid items are also included for the rehabilitation of approximately 454 linear feet of existing 10" sanitary sewer line with new 12" sanitary sewer line by pipe bursting, the rehabilitation of 310 linear feet of 21" sanitary sewer line with new 21" sanitary sewer line by pipe bursting, 4 existing sanitary sewer manholes will be removed and replaced and restore approximately 5 service connections to the new lines. The City of Silsbee, Texas reserves the right to reject any or all bids or to waive any informalities in the bidding and to award the project based on the best bid which best represents the interests of the City of Silsbee, Texas. There is no cost to view the plans, and printing can be done through the website. Hard copies of Bidding Documents will not be sold. Bid Security, only in the form of: 1) a certified or cashier's check drawn on a Texas bank and made payable to the City of Silsbee, Texas; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid. Bids may be held by the City of Silsbee, Texas for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture (TDA) and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirements in regards to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns. Upon award, the successful bidder will be required to furnish payment and performance bonds.
