Arlington Water Utilities (AWU) is accepting responses to this Request for Qualifications (RFQ) from firms with expertise in providing Construction Management (CM) services for the following projects: Lake Arlington Raw Water Pump Station Improvements (LARWPS): AWU owns and operates the LARWPS which is rated with a total pumping capacity of 240 million gallons per day (MGD) and a firm pumping capacity of 180 MGD (largest pump out of service). The joint project with AWU and Trinity River Authority (TRA) is currently in design to rehabilitate the existing Lake Arlington Raw Water Pump Station. Construction scope generally includes rehabilitation or replacement of pumps, electrical, instrumentation, HVAC, structural, architectural, and piping. The total estimated construction cost is $25 million. Construction is expected to start in March 2020. John F. Kubala Water Treatment Plant (JKWTP) Backwash Improvements: JKWTP is rated at 97.5 MGD. The construction scope includes removal of the existing filtered water control weir gate and installation of an independent backwash water system including an elevated storage tank and pump station. The total estimated construction cost is $5 million. Construction is expected to start in late 2020. The firm will act as an extension of AWU staff for the CM services. The general outline of scope is not intended to be all inclusive. CONSTRUCTION MANAGEMENT o Provide general administration and management of construction contracts and documents o Develop a Construction Management Plan o Track and monitor all permits related to Construction activities to mitigate against any permit violations or gaps in obtaining all necessary permits o Manage project communications including providing regular status reports to AWU o Assist with coordination of project activities with plant operations / project phasing / shutdowns CONSTRUCTION INSPECTION o Provide qualified inspection staff for on-site observation and inspection services o Provide specialty inspectors, when necessary, including instrumentation, electrical, structural, and geotechnical The response to this Request for Qualifications should be as concise as possible while adhering to the format and information requirements described below. o Minimum font size shall be 11 pt. on 8 1/2 x 11 size paper, double-sided format o One side of an 8 1/2 x 11 size paper will count as one page o Only spiral or comb binding will be accepted o Page limit does not include cover sheets, table of contents, and dividers Unnecessarily elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired.
