The Matanuska-Susitna Borough is soliciting bids from qualified contractors to provide labor, equipment and material to construct a new fish passage culvert at an existing culvert crossing on Caswell Lakes Road at Caswell Creek near Caswell, Alaska. o Supply labor, supervision, equipment, materials and supplies to perform the required work as shown on construction documents for Matanuska-Susitna Borough (MSB) project number 17-15- 0484. o Contractor is required to obtain and maintain an ADEC APDES permit. o Contractor shall develop, implement and execute a Material Sampling and Testing Frequency plan and comply with the gravel mining permit requirements. o The Contractor shall develop, implement and execute a Traffic Control Plan which maintains access through the project while a road closure is not in place. Access for emergency vehicles must be maintained at all times. Work Zone speed limit associated with construction shall be a maximum of 20 miles per hour within project limits. o Normal work time will be between 7 a.m. and 7 p.m. Extensions will be considered and approved by the Borough's Representative. o Utility relocates are anticipated to be completed prior to the commencement of work. MEA will be removing the existing pole within the downstream channel and installing two new in-line poles to the east and west of the project area. MTA will be running aerial lines on the overhead span. o Time is of the essence. Notice to Proceed is anticipated for May of 2019. Work shall be performed in one continuous time period. Contractor shall complete the work no more than 60 Calendar Days after commencing operations. All work below the ordinary high water mark shall be completed by August 5, 2019. Substantial completion shall be achieved by August 15, 2019. Final completion shall be achieved by August 31, 2019. o Contractor shall follow and comply with all permit requirements. Permits are attached in section VIII or will be provided by addendum. o Estimated project magnitude is less than $600,000.
