Site work and paving for a transportation facility in Oakland, California. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

The work of this 90 calendar day project consists generally of furnishing all labor, materials, appliances, tools, equipment, transportation, services and supervision required to complete the pavement improvements, including, but not limited to: installing temporary barricades; removing existing asphalt concrete, exiting aggregate base, subbase and striping markings; installing new asphalt pavement; subbase and aggregate base materials and installing new striping markings; installing asphalt crack seal and performing all associated work, in accordance with the Contract Documents. The Engineer's estimate for this project is $1,250,000. A California Class A contractor's license is required prior to award of this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. No contractor or subcontractor may be listed on a bid proposal or awarded any contract for the project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Refer to Document 00200, Instructions to Bidders, for required documents and items to be included in the Bid. The Bid must be submitted in a sealed envelope for deposit into the Bid Box, located at the office of the Secretary of the Board of Port Commissioners, and applicable times for submission. This project is partially funded by the Federal Aviation Administration (FAA) through the Department of Transportation (DOT), and must comply with DOT's Disadvantaged Business Enterprise (DBE) Program regulations (see 49 Code of Federal Regulations, Part 26). DBEs as defined in 49 CFR Part 26, Section 26.5 - Definitions, shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. Consequently, the DBE requirements of 49 CFR Part 26 apply to this agreement. The Port of Oakland is currently administering a race neutral DBE program and as such is not establishing contract-specific goals for projects. The Port has set an overall aspirational DBE goal of 8.01% for federal fiscal years 2017-2019. DBE participation on this project will contribute to this overall goal. The Port encourages all Bidders to take active race/gender neutral steps to include DBEs in this contract, including and not limited to: unbundling contract work, identifying subcontract work the prime contractor may self-perform, providing capital and bonding assistance, business development programs and providing other technical assistance as needed. The Contractor will be required to submit quarterly DBE attainment reports to the Port, as the Port is required to report annual DBE attainment under its DBE Program Plan. In order for contractors to count toward DBE attainment, contractors and subcontractors must be certified as of the date of bid opening by an authorized California Unified Certification Program . The Port of Oakland's Non-Discrimination and Small/Local Business Utilization Policy, including preference points allocation for local business, does not apply to this project. The proposed contract is under and subject to the Equal Employment Opportunity (EEO) Clause and the "Buy American" requirements contained in the contract documents in Document 00803, Contract Provisions for Federally Funded Construction Projects. The proposed contract is subject to the Federal Affirmative Action Requirements and other Federal Equal Employment Opportunity Construction Contract Provisions contained in the contract documents in Document 00860, Standard Federal Equal Employment Opportunity Requirements For Construction Contracts. Bidders shall refer to Document 00803, Contract Provisions for Federally Funded Construction Projects, for notice to prospective contractors and subcontractors regarding requirements for Certification of Non-Segregated Facility. The Contractor and all subcontractors shall pay their employees in the performance of labor under this Contract salaries or wages at least equal to the general prevailing wage rates, as determined by the Secretary of Labor, United States Department of Labor, or by the Director of the Department of Industrial Relations of the State of California, whichever is higher, for the particular crafts, classifications or types of workers employed on the project, which are in effect at the time of advertising for bids, subject to compliance with the Port of Oakland Maritime and Aviation Project Labor Agreement (MAPLA). The Port will permit the successful Bidder to substitute securities for retention monies withheld to ensure performance of the contract, as set forth in Document 00680, Escrow Agreement for Security Deposits in Lieu of Retention, in accordance with Section 22300 of the California Public Contract Code. This project will be covered by the Port's Owner Controlled Insurance Program (OCIP). The OCIP will provide the General Liability, Worker's Compensation, Employer's Liability, and Contractor's Pollution Legal Liability insurance. The OCIP Administrator for the project will be Alliant Insurance Services ("Alliant"). The Contractor will be required to provide Builder's Risk Insurance, Automotive Liability Insurance for Contractor's vehicles and equipment, and other coverages as more specifically described in Article 4, Bonds and Insurance, of Document 00700, General Conditions. A Performance Bond and a Labor and Material Payment Bond are required for this contract. The successful Bidder, whether union or non-union, must comply with the provisions of Document 00823R1, Port of Oakland Maritime and Aviation Project Labor Agreement (MAPLA [2016] V.1), and must execute Document 00630R1, Letter of Assent [2016] V.1. Non-union Bidders and Bidder's subcontractors are not required to sign union agreements nor are their employees required to become union members to perform work on this project. The pre-bid meeting will last approximately one hour, and will address Disadvantaged Business Enterprise (DBE) participation, insurance requirements, bonds, Maritime and Aviation Project Labor Agreement and any other special working conditions for this contract. The project site is in a restricted area. Bidders should contact Owen He at (510) 627-1197 at least 48 hours prior to the scheduled tour date and time to confirm arrangements and register for the inspection tour by providing the tour participant's name, telephone number, and company name. A picture ID will be required for entry into the project site. Bidders will be taken in Port vans to the Site. Participation in the Site inspection tour will be limited to one person per Bidder. The work of this project is subject to the requirements of Document 00455, Port of Oakland Construction and Demolition Debris Waste Reduction and Recycling Requirements. Bidders must submit the Port of Oakland Waste Reduction and Recycling Plan Form (Attachment 2 to Document 00455) with the Bid. Bidders may obtain the Bidding Documents (Plans and Project Manual) for this project on line at the Port of Oakland portal on or after Thursday, April 4, 2019. Detailed instructions on downloading the Bidding Documents are available at the following portal. Any Addenda modifying the Plans and Project Manual will be posted at the same location. Pursuant to Port of Oakland Ordinance No. 4321, the Port of Oakland Standard Contract Provisions (February 2015 edition) are incorporated by reference into Project Manuals issued by the Port for public works construction projects. The Contract Documents consist of the approved Project Manual, any addenda and the approved terms of the Standard Contract Provisions, as specified in more detail in Documents 00520, Agreement, and 00800, Supplementary Conditions Modifications to Standard Contract Provisions. The Standard Contract Provisions manual can be downloaded in PDF format from the Port of Oakland portal.
