In compliance with the current advertisement of your Board, calling for bids for the furnishing to the County of Alameda, State of California, of all labor, materials, equipment, mechanical workmanship, transportation, and services to be used and employed in the Stormwater Supervisory Control and Data Acquisition (SCADA) System Upgrades at Twenty Three (23) Pump Stations in Oakland, San Lorenzo, San Leandro, Hayward, Union City, and Sunol, Alameda County, California. Bid must be deposited in the bid box on the front counter in Room 300 before 2 p.m. At 2 p.m. the bid box will be removed by Public Works staff. Any bid not deposited in the box prior to 2:00 p.m. will not be accepted. The official time clock for receiving bids is the clock adjacent to the bid box on the counter in Room 300. It is the sole responsibility of the bidder to observe the time in order to complete the bid submittal procedure. No bids may be removed by any bidder from the bid box once deposited. A cash deposit, cashiers check, a certified check, certified without qualification, payable to the Alameda County Flood Control and Water Conservation District, drawn on a solvent bank of the State of California or a National Bank doing business in the State of California, or a bid bond, in the amount shown on the Bid Bond Form, which is included in this Bid Proposal and enclosed herewith, subject to all of the conditions stated in said advertisement and in said Contract Documents. The undersigned has inspected the site of the proposed work, has carefully examined the Contract Documents and acknowledges their sufficiency, and has carefully examined the form of Contract which he will be required to sign should he be the successful Bidder, and, in that event, will execute the Contract for this work and perform all of its terms, covenants, and conditions. It is understood that this Bid Proposal is based upon completion of the work covered by these Contract Documents to the entire satisfaction of the Engineer within the time limit stipulated in the Specifications from the date of receipt of the Notice to Proceed. The undersigned hereby certifies that this Bid is genuine and is not sham or collusive, or made in the interest or on behalf of any person not herein named; that the undersigned has not directly or indirectly induced or solicited any other bidder to put in a sham bid or any other person, firm, or corporation to refrain from bidding; that the undersigned has not in any manner sought by collusion to secure for himself an advantage over any other bidder; that the undersigned is duly authorized to submit a bid on behalf of the Bidder whose name is signed hereunder; and that the Bidder is not financially interested in, or otherwise affiliated in a business way with any other bidder on the same contract. Any printed matter on any letter or paper enclosed herewith is not to be considered a part of this Bid, and the undersigned agrees that such printed matter shall be entirely disregarded and, notwithstanding such printed matter, that the Bid is a bid to do the work or is a bid to furnish the labor and materials and all other things required by the Contract Documents strictly within the time and in accordance with such Contract Documents. Listed herein in accordance with the provisions of Sections 4l00 to 4l08, inclusive of the Public Contract Code, is the name of each subcontractor and the locations of the place of business of each such subcontractor who will perform work or labor or render service to the undersigned in or about the construction of the work or improvement hereinabove described in an amount in excess of one half (1/2) of one percent (1%) of the prime contractors total bid, if the contract for the said construction work or improvement is awarded to the undersigned; and if the undersigned fails to specify the subcontractor for any portion of the work to be performed, which is in excess of one half (1/2) of one percent (1%) of the prime contractors total bid, then he shall be deemed to have agreed to perform such portion of said work without subcontracting the same and shall not be permitted to subcontract said portion of said work.
