Job Order Contracting (JOC) is a procurement method whereby agencies may award annual contracts for repair, replacement, remodeling, or other repetitive work to be done according to fixed unit prices. The District's JOC program has proven to be an effective tool in helping the District complete current and backlogged projects, as well as improve responsiveness to urgent and time sensitive projects. The selected consultant services shall include developing technical specifications, fixed unit price books (one for general engineering "A" license contractors, one for building "B" license contractors, and one for paving specific "A" license contractors), bid documents, and contract and general conditions; assisting with the development of project scopes of work; facilitating the issuance of job orders; and managing the JOC process by tracking all current and proposed job orders. Specific services anticipated include, but are not limited to, the following. The Park District reserves the right to reject any or all proposals, whether or not minimum qualifications are met, and to modify, postpone, or cancel the RFP without liability, obligation, or commitment to any party, firm, or organization.
