The City of Richmond, Department of Public Utilities (Owner) is accepting bids for the construction of the Water Treatment Plant Substation #1 Replacement project to provide general contracting services that include, but are not limited to replacement of one of the two main electrical utility service unit substations, structural replacement of the existing foundation to accommodate the new substation, modifying the existing generator controls for automatic operation, upgrading and integrating instrumentation and controls for the new substation and existing distribution switchgear, and other miscellaneous electrical and structural improvements. Construction performance time is 560 calendar days inclusive of preconstruction activities and days for anticipated adverse weather. Except in an emergency, all bids for construction Contracts in excess of $100,000 shall be accompanied by a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashiers check or a Bid Bond made payable to the Owner. The Owner may require bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. If accepted by the Owner, the Bidder shall execute the contract and furnish, satisfactory to the Owner, a Performance Bond and Payment Bond for labor and materials in accordance with the General Conditions of the Contract unless so stated elsewhere in the bid documents.
