Site work, paving and outdoor lighting for a transportation facility in Little Rock, Arkansas. Completed plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; and for paving for a transportation facility.

The project includes, but is not limited to, the expansion of the existing terminal ramp and rehabilitation of the existing terminal and cargo ramps. The scope of work for the terminal ramp expansion generally includes removal of up to 5,310 square yards of existing concrete pavement, existing airfield lighting infrastructure, and existing low mast ramp lighting; approximately 10,000 cubic yards of earthwork; construction of up to 20,600 square yards of concrete ramp pavement and 2,394 square yards of asphalt ramp shoulder; installation of ramp/taxiway edge lights, low mast ramp lighting, airfield signage, and electrical duct banks/infrastructure; and installation of pavement markings. The scope of work for the terminal and cargo ramp rehabilitation generally includes removal and replacement of up to 8,060 square yards of concrete pavement, 766 square feet of concrete spall repair, 1,640 linear feet of concrete crack repair, 127,800 linear feet of joint sealing, pavement marking removal, and pavement marking, as shown on the plans and indicated in the specifications. Proposals Shall Be Accompanied by a Cashier's or Certified Check Upon a National or State Bank in an Amount Not Less Than Five Percent (5%) of the Total Maximum Bid Price Payable Without Recourse to the Owner, or a Bid Bond in the Same Amount From a Reliable Surety Company, as a Guarantee That the Bidder Will Enter Into a Contract and Execute Performance and Payment Bonds Within Ten (10) Days After Notice of Award of Contract to Him. Such Bid Guarantee Shall Be Made Payable to Little Rock Municipal Airport Commission. The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bidders must be licensed under the terms of Arkansas Code Annotation 17-25-101, et. Seq. Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded: 1. Buy American Preferences (Title 49 U.S.C. Chapter 501) 2. Foreign Trade Restrictions (49 CFR 30.17) 3. Davis Bacon Labor Provisions (29 CFR Parts 1, 3, and 5) 4. Requirement for Affirmative Action (41 CFR Part 60-4) 5. Debarment, Suspension, Ineligibility, and Voluntary Exclusion 6. Requirements for Drug-free Workplace Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of FIFTEEN percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). Little Rock Municipal Airport Commission reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of Little Rock Municipal Airport Commission, and to reject nonconforming, nonresponsive, or conditional bids. Pursuant to Arkansas statute, all information contained in any submitted bid, request for proposal, or request for qualifications document to the Airport will be available for public review upon FOIA request. All respondents are hereby advised that any information that they may consider to be confidential or proprietary and would give a competitive advantage if disclosed, should be identified, along with a statement as to whether or not a claim of confidential or proprietary privilege is being asserted. If such information is later sought by a FOIA request, the respondent will be allowed to justify its claim of privilege and the Airport will assess the validity of said claim in advance of any release. Contractor questions will be taken until 5:00 p.m. on Wednesday, April 24, 2019.
