Bids must be submitted in a sealed envelope clearly marked: Reconstruct, Mark, Light, and Sign Parallel Taxiway 'a' (Approx. 3,155 Lf X 25 Ft), Stub Taxiways (Approx. 100 Lf X 25 Ft Ea), Taxiway 'd' (Approx. 275 Lf X 25 Ft), Taxiway 'e' (Approx. 430 Lf X 25 Ft), and Hangar Taxilane (Approx. 320 Lf X 38 Ft), Aip No. 3-25-0015-024-2019 (Pending) along with the Bidders name and address. This project will include the reconstruction of Parallel Taxiway 'A' as well as the reconstruction of the stub taxiways, with one of the stub taxiways being relocated to achieve compliance to current FAA Standards. The work will include, but not be limited to: Full and partial depth pavement reconstruction Installation of surface and sub-surface drainage systems Installation of a new taxiway lighting system Airfield electrical vault modifications Installation of temporary and permanent sediment control measures Installation of pavement markings Installation of aircraft tie-down anchors Other work as defined in the plans and specifications. The Bidder shall comply with all Title IV Provisions, See Section III. A Bidder will be considered qualified to Bid on this project if, among other qualifications, they have a minimum of five (5) years of continuous paving project experience on Airports as the Prime Contractor. Bid Security in the amount of at least five percent (5%) of the total Bid amount must be submitted with each Bid. The Bid Security may be either a certified check or a Proposal Guarantee Bond (Bid Bond) executed by a Surety company listed on the current United States Department of Treasury "Department of the Treasury's Listing of Approved Sureties (Department Circular 570)" as authorized to do business in the Commonwealth of Massachusetts. Bid Security shall be made payable to the Town of Chatham. Bids submitted without security will not be considered. The successful Bidder must furnish: a. 100% Performance Bond for each Contract awarded b. 100% Labor and Materials Payment Bond for each Contract awarded By submitting a Bid for this project, the Bidder certifies that the Bid is based on the payment of prevailing wages. This project contains both State and Federal Wage Rates. In areas where specific wage rates conflict, the higher wage rate shall govern. The Chatham Airport Commission reserves the right to reject any and all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interest of the Chatham Airport Commission. No Bidder may withdraw their Bid for a period of 180 days following the bid opening. The Chatham Municipal Airport has an overall DBE goal of 1.7% for AIP projects funded during the FY-2018-2020 DBE Program period. The DBE goal for this project is 1.7%. If the Contractor is unable to meet the established goal, the Bid shall contain documentation of the Contractor's good faith effort to solicit DBE participation.
