Renovation of a municipal facility in Atlanta, Georgia. Completed plans call for the renovation of a three-story above grade municipal facility.

The General Services Administration (GSA) Southeast Sunbelt Region 4 announces the opportunity for a Request for Proposal to provide painting services. The intend of this project is to repaint the USAO spaces on the 4th, 5th and 6th floors of the Richard B. Russell Federal Building located in Atlanta, GA. This procurement will be set-aside for Total Small Business. The estimated project magnitude is between $100,000 and $250,000. The North American Industry Classification System (NAICS) code applicable to this requirement is, 238320 - Painting and Wall Covering Contractors with a Small Business Administration size standard of $15.0 Million. The Period of Performance for this project is 60 calendar days. This project is to be awarded as a firm fixed price contract. The procurement method will be a competitive Request for Proposal (RFP). Award will be made to a firm offering the best value to the Government utilizing the Lowest Price Technically Acceptable (LPTA) source selection procedures. The Request for Proposal is expected to be issued on or about February 28, 2019. A site -visit and the offer due date will be stated in the solicitation. The solicitation and all other information, amendments and questions concerning the forthcoming solicitation will be electronically posted at the following web page: fbo.gov. No telephone requests for docs will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All questions/inquiries or requests for clarification must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FBO posting. Interested firms must be registered and have completed their online representations and certifications in the System for Award Management (SAM). Firms can register via the Internet site at sam.gov or by contacting the SAM Service Desk at http://www.fds.gov. Amendments, if/when issued will be posted to the FBO site for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offeror's responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the documents posted on the referenced web pages. The Government will not issue paper copies of the solicitation package. All questions and requests for clarifications should be submitted in writing by 12:00 Noon, April 23, 2019. A Bid Guarantee in the amount of 20% of the Bid price not to exceed $3 million dollars is required and should be submitted along with the Offeror's Proposal. Failure to furnish a bid guarantee in the proper form and amount, by the time set for receipt of proposals, may be cause for rejection of the proposal. (FAR 52.228-15) - The successful Offeror shall be required to provide a Performance and Payment Bond for this requirement. The amount of the Performance and Payment Bond shall be 100 percent of the agreed upon price. Submission of the Performance and Payment Bonds are required within ten (10) days of the award. The performance and payment Bonds shall provide for the full contract performance period plus a one-year period.
