Site work and paving for a road / highway in Fremont, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Location and Description. The Project is located at various citywide locations, and consists of the following work: Applying cape seals, slurry seals, and a three layer treatment, delivering advance public notifications; implementing traffic controls, removing weeds from the roadway, pruning of trees; removing and replacing traffic striping, markings, and raised pavement markers; installing green bike lanes; installing roadside signs, and other related work. Time for Completion. The planned time frame for commencement and completion of construction of the Project is: 55 Working Days. Estimated Project Cost. The estimated construction cost, or construction cost range, for the Project is $3,000,000.00. This estimate serves only as a guideline to bidders of the scope of the Work and the Project. No bidder, including the successful bidder, is entitled to make any claim against City based on inaccuracy of the estimated cost or range of cost of the Work or the Project. License. This Project requires a valid California contractor license for the following classification(s): Class A. Contractors bidding as a joint venture must secure a jOint venture license prior to award of the Contract for the Project. DIR Registration. City may not accept a Bid Proposal from, or enter into the Contract with, a bidder without proof that the bidder is registered with the California Department of Industrial Relations ("DIR") to perform public work under Labor Code Section 1725.5, subject to limited legal exceptions Bid Proposal Form. Each bid must be submitted using the Bid Proposal form provided with the Contract Documents. Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashiers or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that, upon award of the bid, the successful bidder will execute the Contract and submit the payment and performance bonds, the insurance certificates, and the other documentation required by the Contract Documents, within ten days after City issuance of the Notice of Award. General. This Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. Rates. The prevailing rates are on file with the City Engineer and available online . Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code Section 1771.4. Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code Section 22300. Subcontractor List. Each Subcontractor must be registered with the DIR to perform work on public projects. Each bidder must submit a completed Subcontractor List form with its Bid Proposal, including the name, location of the place of business, California contractor license number, DIR registration number, and portion of the Work (based on the Base Bid) for each Subcontractor that will perform work or service, or fabricate or install work, for the prime contractor in excess of one-half of 1 % of the bid price, using the Subcontractor List form included with the Contract Documents. Instructions to Bidders. Additional and more detailed information about the Project and City bidding requirements is provided in the Instructions to Bidders. All bidders should carefully review the Instructions to Bidder before submitting a Bid Proposal for the Project. Percentage. The percentage of retention that will be withheld from progress payments is 5%. Questions and Requests for Information or Clarification. Questions, requests for information, and requests for clarification regarding the Project, the bid procedures, or any of the Contract Documents must be submitted to City in writing, addressed to the Project Manager for the Project, as follows: Edward Nakayama, Senior Civil Engineer 39550 Liberty Street, Fremont, CA 94538 enakayama@fremont.gov If a bidder finds any error, omission, inconsistency, or ambiguity in the Contract Documents, the bidder must make a written request for clarification before submitting the bid. Bidders must submit any inquiry under this Section by 2:00 p.m. at least 4 Working Days before the Bid Deadline. Questions received any later will not be addressed before the Bid Deadline. Liquidated Damages. If Contractor fails to complete the Work within the Contract Time, City will assess liquidated damages in the amount of $5,000.00 for each day of unexcused delay in completion, and the Contract Price will be reduced accordingly.
