Bid proposals from Minority Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Disadvantaged Business Enterprise (DBE), Emerging Business Enterprise (EBE), Small Businesses Enterprise (SBA), Service Disabled Veteran and or Veteran-owned Business (SDV/SVB), are encouraged. The Racine Water and Wastewater Utilities reserves the right to accept the most advantageous Bid, or to reject any and all Bids. Award of Work described herein is subject to the provisions of the Wisconsin Statutes. Each entity obtaining Bidding Documents from the Issuing Office will be designated as a Plan Holder of Record. Bids received from entities who are not Plan Holders of Record may be returned as being nonresponsive. A Bidder's qualification statement must be delivered to Racine Water and Wastewater Utilities at least 5 days before the Bid opening date. Bids shall be accompanied by a Bond or Certified Check payable to Racine Water and Wastewater Utilities equal to 5 percent of the Bid. If the successful Bidder fails to execute the Contract and furnish payment and performance bonds within 15 days after the award, the Check or Bid Bond may be forfeited to Racine Water and Wastewater Utilities as liquidated damages.
