Winnebago County is requesting bids to secure a Contractor for approximately 4,050 LF of highway rehabilitation & reconstruction including erosion control, pulverizing existing asphaltic pavement, removals, grading, storm sewer, culvert pipe, concrete curb & gutter, and restoration in the Village of Fox Crossing, WI. A certified check, cashier's check, or bid bond payable to Winnebago County in an amount of five percent (5%) of the bid amount must accompany the bid as a guarantee that if the bid is accepted, the bidder will execute and file the proper contract within ten (10) days after award of the contract. A Contractor's Qualification Statement must be completed and submitted a minimum of 5 days before the bid opening date. The County reserves the right to make any investigations necessary to determine the qualifications of Contractor. The County may disqualify any Contractor deemed to be unqualified. Winnebago County is a tax-exempt municipal corporation, under Wisconsin Statute 77.54 (9a). Under Act 126 signed into law on 12/16/15, effective 1/1/16 Contractors may purchase materials directly for this project without paying sales tax. It is expected that the Contractor will do so anytime the materials exceed $5000 from a single supplier. Substantial Completion is required by October 1, 2019. The times will be taken into consideration by Owner during the evaluation of bids, and it will be necessary for the apparent Successful Bidder to satisfy Owner that it will be able to achieve Substantial Completion and be ready for final payment within the times designated in the bid. All invoices to be paid net 30 unless otherwise agreed to in advance according the unit prices provided in the bid. A 5% retainer will be withheld from each partial payment up to 50% completion to provide recovery of liquidated damages or for work not performed. Release of retainer will take place upon completion and approval of punch list items. All questions about the meaning or intent of these documents shall be submitted to the Highway Department in writing. Replies shall be issued by addenda, delivered to all parties recorded as having received the RFB. Questions received less than five (5) days prior to the due date will not be answered. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
