Major items of work consist of 3,000 tons of asphalt, 17,000 square yards of fabric, 1,200 square yards of full depth patch 8,500 square yards of cold plane 30 ADA ramp improvements and 7 catch basin retro fits. No proposal for a construction contract shall be received or considered by the City unless the firm is registered with the Construction Contractors Board or is licensed by the State Landscape Contractors Board, as applicable, as specified in OAR 137-049-0230. Proposals must be made upon the Proposal form bound in the Contract Documents and must be accompanied by a certified check or proposal bond payable to the City of Tualatin (County of Washington, State of Oregon) in an amount not less than ten percent (10%) of the total amount of the bid. This is a contract for a public work, subject to ORS 279C.800 to 279C.870. No bid will be received or considered unless the bid contains a statement by the Bidder as part of the bid as follows: "Contractor agrees to be bound by and will comply with the provisions of ORS 279C.840 or 40 U.S.C. 276a." The state prevailing wage rates as of January 1, 2019 as published by the Oregon Bureau of Labor and Industries are incorporated by reference. The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120. The contractor and subcontractors are not required to be licensed under ORS 468.883 for asbestos abatement. The Bidder shall deliver as part of the bid a written certification that the Bidder has not discriminated and will not discriminate against minority, women or emerging small business enterprises in obtaining any required subcontracts. Failure to do so shall be grounds for disqualification.The city will reject a bid if the bidder fails to submit the disclosure form with this information by the stated deadline. The City of Tualatin reserves the right to reject any bid not in compliance with all prescribed public procedures and requirements, and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within thirty days (30) after the Bid Closing. The City reserves the right to make changes to the Invitation to Bid and the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have purchased a copy of the Contract Documents, as provided in the Contract Documents.
