The County of Santa Clara ("County") is pleased to issue this Request for Proposals ("RFP") to create a high-quality educator workforce rental housing development ("Project") at a central location in Midtown Palo Alto. County is seeking proposals from qualified respondents ("Respondent") to potentially develop and operate the Project on up to 1.4 acres of County property located at 231 Grant Avenue, Palo Alto, CA 94306 ("Property"). The County has determined that the development of rental housing for educators serves a public purpose in that it will assist in meeting the needs of local school districts relating to educator and staff retention and recruitment and facilitate educators and staff living within the communities in which they work. By facilitating this educator housing development, the County seeks to support local school districts and their teachers and staff, whose incomes are generally not high enough to afford market-rate rents or sales prices. A destabilized workforce has extensive negative impacts on the area's schools, children, and families. The goals of this RFP are to 1) select a Respondent that can potentially develop and operate the Project (possibly subject to a long-term ground lease with the County), including at least sixty (60) rental units affordable to educator and staff households, in a professional, sustainable, and expert manner; 2) facilitate a Project that is high-quality while still maintaining development and operational cost efficiencies; and 3) successfully conduct neighborhood outreach and ensure that the Project confers extensive benefits to the broader community as well as to its future residents.
