If Bidders are using a certified check, cashiers check or cash escrow as your Bid Bond, a physical copy of your Bid will need to be submitted by the posted due date and time to be considered for award. If your Bid Bond is in a form other than those mentioned, an electronic version of the document is acceptable; you should submit the electronic version and send the original Bid Bond to the Purchasing office. All documents that are sent by mail must be postmarked on or before the due date. The project is generally described as: Provide all labor, materials, tools, equipment, services, transportation, and incidentals necessary for, but is not limited to, constructing sanitary sewer force main and gravity sewer ranging in size from 12-inch diameter to 18-inch diameter, constructing flow meter vault, replacing existing dry pit submersible wastewater pumps, replacing existing variable frequency drives for the dry pit submersible wastewater pumps, and replacing existing influent channel grinder. Included, but not limited to, are manholes, metering chambers, siphons, and piping installed by open-cut and trenchless methods. All work shall be as described in the Project Manual and shown on the Contract Drawings. The purpose of the prebid conference is to allow potential Bidders an opportunity to present questions and obtain clarification related to any facet of this solicitation. While attendance at this conference will not be a prerequisite to submitting a bid, Bidders who intend to submit a bid are encouraged to attend. All questions about the meaning or intent of the Bid Documents or Contract Documents shall be submitted to Arcadis U.S., 9954 Mayland Drive, Suite 2400, Richmond, VA 23233, nelson.dove@arcadis.com, 804-740-0181, in writing. In order to receive consideration, all questions must be received by the ENGINEER prior to 12:00 p.m., September 10, 2020. Any changes made to the written requirements of the Bid Documents or Contract Documents shall be made by written Addendum only. The OWNER making copies of the Bid Documents available does so for the purpose of obtaining Bids on the Work and does not confer a license or grant of any other use. The OWNER does not assume any responsibility for errors or misinterpretations resulting from the use of incomplete Bid Documents. The Bid Documents shall be used in preparing bid responses. Upon proper request and identification, Bids may be withdrawn at any time prior to the bid due date and time set for receipt of Bids. However, consideration for withdrawal of Bids after the bid due date and time set for receipt of Bids shall comply with the Code of Virginia and as identified herein. Any bid in response to this solicitation shall be valid for 90 calendar days. At the end of the 90 days the bid may be withdrawn at the written request of the Bidder. If the bid is not withdrawn at the time previously stated, it shall remain in effect until an award is made or the solicitation is canceled. All Bidders are required to be registered under Title 54.1, Chapter 11 of the Code of Virginia. Method of award of contract shall be identified in the Bid Form. A Bid Security of 5% shall be required of Bids $100,000 and greater. A Performance and Payment Bond, each equaling 100% of the contract amount shall be required of a CONTRACT that is $100,000 and greater. This Bid invitation, and award to the successful Bidder, shall be conducted in accordance with the Code of Virginia, and Bidders shall be subject to the provisions thereof. All Bidders are required to demonstrate compliance with the requirements found within this solicitation.
