The project is generally described as: Provide all labor, materials, tools, equipment, services, transportation, and incidentals necessary for upgrades to the Middle Chickahominy Wastewater Pump Station (WWPS), including, but not limited to, demolition of the existing pumps and piping within the wetwell and the installation of three new pumps and variable frequency drives, combination air valves along the existing force main, a new 16-inch magnetic flow meter, flow meter bypass, and a drain line from the existing meter vault. All work shall be as described in the Project Manual and shown on the Contract Drawings. The purpose of offering both optional meetings is to allow potential Bidders an opportunity to present questions and obtain clarification related to any facet of this solicitation. While attendance at both will not be a prerequisite to submitting a bid, Bidders who intend to submit a bid are encouraged to attend one or the other or both. All questions about the meaning or intent of the Bid Documents or Contract Documents, even those presented during the meeting(s) shall be submitted in writing to the ENGINEER, Dewberry Engineers, Inc., Dan Villhauer: dvillhauer@dewberry.com. In order to receive consideration, all questions must be received by the ENGINEER prior to 12:00 p.m., June 3, 2021. Any changes made to the written requirements of the Bid Documents or Contract Documents shall be made by written Addendum only. Registered participants will receive an email calendar invite with all associated meeting credentials. During the site visit, all necessary health and safety precautions to address the COVID-19 pandemic will be enforced, with social distancing required and facial coverings recommended. The OWNER making copies of the Bid Documents available does so for the purpose of obtaining Bids on the Work and does not confer a license or grant of any other use. The OWNER does not assume any responsibility for errors or misinterpretations resulting from the use of incomplete Bid Documents. The Bid Documents shall be used in preparing bid responses. Any bid in response to this solicitation shall be valid for 90 calendar days. At the end of the 90 days the bid may be withdrawn at the written request of the Bidder. If the bid is not withdrawn at the time previously stated, it shall remain in effect until an award is made or the solicitation is canceled. All Bidders are required to be registered under Title 54.1, Chapter 11 of the Code of Virginia. Method of award of contract shall be identified in the Bid Form. A Bid Security of 5% shall be required of Bids $100,000 and greater. A Performance and Payment Bond, each equaling 100% of the contract amount shall be required of a CONTRACT that is $100,000 and greater. This Bid invitation, and award to the Successful Bidder, shall be conducted in accordance with the Code of Virginia, and Bidders shall be subject to the provisions thereof. In the event there is a conflict between the provisions stated herein, and others referenced, the more stringent provision shall take precedence. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bid Documents.
