**As of September 4, 2019, the project has been awarded for $4,588,919.48.** The work includes flood protection infrastructure along Cape Henry Canal and includes approximately: 450 LF of 6'x4' box culvert, 400 LF of 48-inch and 1,050 LF of 18 to 42-inch concrete storm drain pipe in roadways, 35 LF of 76"x48" concrete culvert, 32 drainage structures, an automated motorized sluice gate for tide protection, water level sensors, utilizing existing (2017) control panel systems for sensors and automated gate operation, utility relocations and offsets (6-inch to 16-inch), contaminated material removal, traffic control, site work, and restoration. The work also includes a 12-inch HRSD force main offset with an associated line stop and bypass operation. All bidders are advised that there is a requirement for the preparation and inclusion of a swam-certified small business subcontracting participation plan. Where the contractor intends to utilize subcontractors, at least 50% of the value of the subcontracted work shall be provided by one or more swam-certified small businesses, or the contractor must provide documentation showing, with specificity, the good faith efforts undertaken to meet the 50% swam usage requirement. If the swam-certified small business participation plan does not meet these requirements, the entire bid shall be deemed nonresponsive. To encourage contracting with minority owned vendors, the city council also adopted a 10% minority contracting aspirational goal.
