Q&A End Date: Jun 13, 2019 5:00:00 PM EDT Project No-12243 The City of Fort Lauderdale, Florida (City) is seeking bids from qualified bidders, hereinafter referred to as the Contractor, to provide runway incursion mitigation services in accordance with the terms, conditions, and specifications contained in this Invitation To Bid (ITB). This Project is located at Fort Lauderdale Executive Airport in the City of Fort Lauderdale. The work includes, but is not limited to, pavement demolition and milling, re-grading, limerock, prime/tack coat, P-401 asphalt paving, pavement striping, sodding (including watering period); installation of cabling, conduits, LED taxiway edge lights and LED guidance signs, installation of blast fence. Licensing Requirements: Possession of a Broward County (Florida) General Engineered Construction Builder Contractor (GITS) License and/or one that is appropriately issued by the State of Florida is required for this Project. The successful contractor shall comply with the requirements of Federal Aviation Administration (FAA) Advisory Circular A/C 150/5370-2F, Operational Safety on Airports during Construction, by preparing and submitting a Safety Plan Compliance Document (SPCD) for review and approval prior to issuance of a Notice-to-Proceed. A copy of the Airport's Construction Safety and Phasing Plan (CSPP) is included with these bid documents to assist the contractor with preparing the SPCD. The bidder shall familiarize himself with Article 16 - Liquidated Damages, contained within the Construction Agreement. The City of Fort Lauderdale shall not discriminate on the basis of race, color, national origin, or sex in the award and performance of any Department of Transportation (DOT)-assisted contract or in the administration of its Disadvantage Business Enterprise (DBE) program or the requirements of 49 CFR part 26. The City of Fort Lauderdale shall take all necessary and reasonable steps under 49 CFR part 26 to ensure non-discrimination in the award and administration of DOT-assisted contracts. The City of Fort Lauderdale's DBE program, as required by 49 CFR part 26 and as approved by DOT, is incorporated by reference in the agreement. Implementation of this program is a legal obligation and failure to carry out its terms shall be treated as a violation of this agreement. Upon notification to the City of Fort Lauderdale of its failure to carry out its approved program, the Department may impose sanctions as provided for under part 26 and may, in appropriate cases, refer the matter for enforcement under 18 U.S.C 1001 and/or the Program Fraud Civil Remedies Act of 1986 (31 U.S.C. 3801 et seq.) It is the policy of the City of Fort Lauderdale that Disadvantaged Business Enterprises (DBEs), as defined in 49 CFR Part 26.13 (a) and (b), shall have the maximum opportunity to participate in the performance of contracts and sub-contracts financed in whole or in part by federal fund. In this regard, Contractor and consultants shall take all necessary and reasonable steps in accordance with 49 CFR Part 26.13 (a) and (b) to ensure that DBEs have the maximum opportunity to compete for and perform contracts. The DBE Program is required under the DOT DBE Rule 49 CFR Part 26, and is managed under the departmental element of the FAA. The City of Fort Lauderdale's overall DBE Program goal is Seven point Seven Zero (7.70%) for this project. Bidders must submit their proposed DBE Participation schedules WITH their proposals.
