Question Cutoff Date : 5/21/2019 01:00:00 PM (ET) Acknowledgment to the City of Garlands Terms and Conditions and completion of related forms such as but not limited to the City's Insurance and Indemnification Agreement, Contractors Qualification References and Conflict of Interest (CIQ) will be done electronically Facsimile or Email Proposals Will Not Be Accepted Mark Outside of Envelope: CSP 0643-19 RCWTP Lift Station and Effluent Pump Station Improvements Proposals received in the City of Garland Purchasing Department after submission deadline will not be opened and will be considered void and unacceptable. The City is not responsible for lateness of mail, courier, etc. The clock in the Purchasing Department shall be the official time of record. Any questions pertaining to this request must be submitted through electronically no later than 12:00 p.m. on 05/21/2019. The City is not obligated to and may at its own discretion choose not to accept or answer questions received after that date. Bid Award and Evaluation : Pursuant to Chapter 2269 Subchapter D, Sec. 2269.151. of the Local Government Code, Competitive Sealed Proposals (CSP) are to be awarded on the basis of "Best Value" which is an award based on a published and evaluated criteria. The evaluation criteria for this proposal is as follows: Price - 20% The responsible bidder submitting the lowest base price will receive the maximum allowable points. The other responsible bidders will receive a percentage of the allowable points accordingly. (20 points) Adherence to Specifications - 20% The responsible bidders whose base bid includes the approved manufacturer/suppliers listed in the specifications will receive the maximum allowable points. (20 points) Time of Completion - 15% The responsible bidder who consistently and reasonably meets project schedules will receive the maximum allowable point. Please provide five (5) projects showing allocated working days/calendar days were within the estimated schedule of total completion. (15 points) General Contractor Experience - 25% The general contractor with the most relevant experience will receive the maximum allowable points. Please provide five (5) projects that are similar in size and scope. (15 points). Project Manager and Superintendents experience on similar projects. (10 points). Subcontractor Experience - 10% The subcontractor with the most relevant experience will receive the maximum allowable points. Please provide five (5) projects that are similar in size and scope. (10 points) Litigation History - 5% Responsible bidders with a favorable litigation history will receive the maximum allowable points. Please describe any litigation history for the past ten (10) years including court, case number, party names and outcome. (5 points) Project Close-out and Warranty History- 5% Responsible bidders with the most favorable project close out and warranty history will receive the maximum allowable points. Please provide five (5) projects that are similar in size and scope showing that issues were responded to in a timely manner and warranty work was completed in a timely manner. (5 points) Not later than the 45th day after the date on which the proposals are opened, the City will evaluate and rank each proposal submitted in relation to the above published selection criteria. A copy of the prospective vendors Bid Bond in the amount not less than five percent (5%) of the maximum bid price payable with recourse to the City of Garland, from a reliable surety company as a guarantee that the bidder will enter into a contract and execute the Performance Bond, Payment Bond and Maintenance Bond within ten (10) days after notice of award of contract, should be uploaded with this bid. Sec. 2253.021.(1) & (2) of the Local Government Code states that all public works contract in excess of $50,000.00 require a Payment Bond and all public works contracts above $100,000.00 require a Performance Bond.
