The building is a new approximately 61,000 square foot, 3 story building including, but not limited to, spaces for classrooms, laboratories, library, student life and services and conference / meeting. Scheduled construction commencement is January 2019. All Trade Contractors will be required to be prequalified for this project, regardless of any previous prequalification. Each Bidder is responsible for reviewing the bid documents, including this Bid Package Manual, to ensure all applicable considerations are addressed when submitting a proposal. Proposals for this project must be submitted in written form only, and on the Form of Proposal enclosed in this manual. The Proposal must be sealed in an opaque envelope marked to indicate the Project Name, the Bidder's name, and Bid Package number. Proposal can be hand delivered, mailed, express mailed, or couriered. If sent by mail, express mail or courier, the envelope must then be placed in a larger envelope with "Sealed Bid Enclosed" noted on the face thereof and must be received at the following location a minimum thirty (30) minutes before the scheduled bid time: Rodgers Builders, Inc., CPCC Projects Office, Attn: Chad Ek, 1321 East Seventh Street, Charlotte, NC 28204 All proposals must be received before the Bid Date and Time indicated above. Delivery of Proposals prior to the opening of bids is the responsibility of the bidder. The Bidder must fill in the Form of Proposal completely and correctly sign the Proposal where designated. Proposals that show any omissions, qualifications, conditional provisions, or other may be subject to rejection. Proposals must include the "Identification of Minority Business Participation" and either "Affidavit A - Listing of Good Faith Efforts" OR "Affidavit B - Intent for Perform Contract with Own Workforce", whichever is applicable. All unit prices provided on the Form of Proposal will remain in effect through the life of the Contract. All bonds executed in connection with the project must be executed by an Attorney-in-Fact in the project state on behalf of a Surety Company licensed to do business in the project state The successful Bidders security will be retained until he has signed the Contract Agreement and furnished all documentation required to be submitted with the executed Contract Agreement, which he must do within ten (10) days of a Notice of Acceptance. If the Bidder offered the Contract refuses to enter into the Contract Agreement, Central Piedmont Community College may execute his bid security as liquidated damages but not as a penalty. Proposals without the required bid security will not be read aloud at the bid opening. The Bid Bond form in this Bid Package Manual is the only acceptable bid bond form. Bids may be withdrawn upon written request received from the Bidder prior to the time fixed for bid opening. Any Bidder who withdraws a bid may not resubmit a bid for this project. Modifications in writing, by fax, or by electronic transmission will be considered when received prior to the time set for the bid opening. Bids may not be withdrawn or modified after the bid opening except where identification of the apparent low Bidder has been delayed for more than sixty (60) days.
