Site work, paving and renovation of a mixed-use development in Batavia, Illinois. Completed plans call for the renovation of a laboratory facility; bridge / tunnel; for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and water / sewer project.

Fermi Research Alliance, LLC (FRA) will provide facilities to enable a world-class program in neutrino physics that can measure fundamental physical parameters, explore physics beyond the Standard Model, and better elucidate the nature of matter and anti-matter. The Long-Baseline Neutrino Facility (LBNF) Project will involve building a new high intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) aimed at the Sanford Underground Research Facility (SURF), 1,300 km away, where the Deep Underground Neutrino Experiment (DUNE) international scientific community will build a neutrino detector. The LBNF/DUNE Project will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as make other precision oscillation measurements. The LBNF/DUNE Project will construct the Near Site Conventional Facilities (NSCF) at Fermilab in the southwest corner of the laboratory on the north side of Fermi's Main Injector. The site is heavily developed near the planned extraction and pre-target regions requiring the relocation or replacement of many existing facilities before the site can be developed for the LBNF beamline and DUNE near detector complex. This site work will be accomplished under the "Site Preparation" construction subcontract and will be completed prior to the main construction scope of work. The Site Preparation construction subcontract, performed by others, includes the decommissioning and replacement of Pond F; relocation of Indian Creek; relocation of existing utilities and other facilities including power, communications, industrial cooling water, sumps, and Main Injector pond system piping; tree removal; installation of new culverts; construction of new service roads to access relocated facilities; and associated grading, drainage, and environmental best management practices. The SOW and the construction schedule reference a slurry trench to protect the Main Injector from anticipated settlement resulting from the construction and settlement of future LBNF facilities. This slurry trench is no longer in the project. The project team is in the process of removing it from the drawings; however, this is not reflected in the attached 90% drawing set. DO NOT schedule, cost, or staff effort for the slurry trench activity. The NSCF Site Preparation construction is anticipated to begin in December 2019 and complete by December 2020. The LBNF beamline and DUNE near detector complex main scope is currently in the design phase with construction planned for 2023. More information about LBNF and the conventional facilities main scope construction planned for the Fermilab site may be found at https://lbnf.fnal.gov. The Agency Construction Management (CM) scope of work is described in the "STATEMENT OF WORK LBNF Near Site Conventional Facilities Site Preparation Construction Agency Construction Management, 24 April 2019" (SOW). The SOW includes pre-construction services, construction management, quality assurance, field engineering responsibilities, and post-construction and project closeout support. In all cases, Fermilab Research Alliance (FRA) will retain overall owner project authority; CM personnel will report to the LBNF NSCF Project Team. The CM will act in the best interest of FRA in all construction matters. The CM shall develop and maintain a construction management work plan that outlines the flow of work, identifies key personnel and lists their roles and authority. The CM shall provide resident engineers as required to assure that the work is controlled and completed within the contract requirements on schedule and within budget. The resident engineer will fulfill the role of the FRA Construction Coordinator and additional roles and responsibilities listed in this SOW. The resident engineer(s) working under the direction of FRA, shall provide overall direction to the field oversight and inspection activities; supervise the construction team and Construction Management support staff; implement the FRA Environment, Safety, and Health (ESH) and Quality Assurance plans; coordinate between the construction teams and FRA Operations to minimize conflicts in the field and potential impacts to accelerator operation. All CM activities shall be in accordance with the FRA ESH manual (FESHM), OSHA Part 1926 Safety and Health Regulations for Construction, and the U.S. Army Corps of Engineers (USACE) Construction Quality Management.
