Questions must be submitted on or before 5/17/2019 4:00 PM The Project consists of roadway improvements throughout Jackson Township. The base bid includes a leveling and wearing course on Mercer Road North. Alternate bid items include a binder course on Mercer Road South, Ridge Road, and Pattison Street Extension, a double bituminous chip seal to Ramsey Road and Gudekunst Road, a leveling and wearing course on Timberview Trail, Oakridge Trail, and Hartzell Road, surface treatment to Textor School Road and Rolling Hills Drive. Base repairs will be done on portions of Mercer Road South, Rolling Hills Drive, and Hartzell Road. Pavement markings will be restored on Textor School Road Expected Contract Value $650,000 - $750,000 Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate Bid items as indicated in the Bid Form. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via electronically Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award.
