A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Thornton is seeking proposals for a Consultant to assist in developing a community-supported site master plan for the Aylor Open Lands, an undeveloped, city-owned 139-acre parcel zoned Park/Open Space (POS) in the northeast portion of Thornton. It is generally located north of 136th Avenue between Monaco Street and Quebec Street as shown in Attachment A. The site contains existing structures remaining from a home, barn, farm equipment, scraps, irrigation ditch, oil and gas wells and an existing cell tower. The site master planning effort will engage representatives from the Anythink Library District, who are considering the location for a future library site. The master plan will integrate the potential 10 to 15 acre library site with industry-leading active and passive uses on the balance of the property to develop a regional destination. The master plan will incorporate innovative, place-making ideas for a well-connected and inclusive active and passive recreational/educational area for all ages. Thornton desires to leverage the library site with the natural assets of the Aylor property, including unique elevation changes, view corridors (mountains, plains, and Denver), water features, wildlife habitat, riparian ecosystems, and educational opportunities. The master plan will identify off-site infrastructure improvements such as water, sewer, stormwater, communications and transportation needs as well as recommend mitigation actions for existing onsite telecommunication and oil and gas facilities. The master plan will take into consideration integration with existing and future residential development adjacent to the property, noise, lighting, site access, traffic, soils, maintenance and other factors. The Project will include some level of public participation in the development and support of the plan. The Consultant will provide two (2) conceptual sketch master plan alternatives including cost estimates and proposed phasing plan for review and comment prior to finalizing the plan.
