As of December 22, 2021, the project is in the masterplan phase. The St Paul City Council gave final approval to buy the former Hillcrest Golf Course in 2019. The port authority states that they are at least two to three years out from doing anything with this property as they must purchase it first. A schedule for bidding and construction has not been determined. No. 1: Light Touch This offers fewer jobs (750) but 1,500 housing units, and leaves an existing hill, wetlands and many trees intact. No. 2: Conservation Includes 500 jobs and 1,500 residences. This plan preserves wetlands and includes a natural buffer zone, and it keeps all the industrial space to one side of a central dividing road. No. 3: Reshape This plan gives more space to buildings (with an estimated 1,000 jobs and 1,000 residences) but removes the existing ponds. Wetlands are preserved, and the recreation and hill is moved slightly. No. 4: Sculpt This option gives the most land over to development, with 1,000 jobs and 1,000-plus residences.
