The work generally consists of: Construction of an interior airfield service road at Palm Beach International Airport, which connects the Golfview Development Area (GDA) and the existing Southside Fixed Base Operators (FBOs). Work elements include concrete and asphalt pavement removal, milling of asphalt pavement, clearing, grubbing, turf stripping, excavation, grading, subgrade compaction, construction of subbase course, lime rock base course, and asphalt pavement layers, drainage improvements, pavement marking, maintenance of traffic, air and water pollution prevention and sodding. All conditions and requirements for bid submission, consideration, and award are contained in the Contract Documents, which include the plans and specifications. The Contractor should access the site on a daily basis to be aware of any new data (addenda) that is added to the site. The Department of Airports is not responsible for failure to obtain all documents required in order to be considered responsive. Bid proposals must be submitted on the forms provided by Palm Beach County and accompanied by a bid security in the form of a certified check, cashier's check, money order or a bid bond submitted on the form provided, in favor of Palm Beach County in the amount of not less than five percent (5%) of the bid price. All bids must be submitted in a sealed envelope as described in the INSTRUCTIONS TO BIDDERS. The Disadvantaged Business Enterprise goal is 6%. Palm Beach County, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d-2000d-4) and the regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to the invitation to Bid, disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of regard to race, color, or national origin in consideration of an award.
