Contract Award Date: August 5, 2019 Contract Award Number: W912DQ19D4010 Contract Award Dollar Amount: $20,000,000.00 Contractor Awarded Name: HDR Engineering Inc. This contract is being procured in accordance with Public Law 92-582, the Brooks Act as implemented in FAR Subpart 36.6 and DFARS 236.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The Architect-Engineer (A-E) contract is required to support projects assigned to the Kansas City District (NWK), Engineering Research and Development Center Construction Engineering Research Laboratory (ERDC-CERL), and Transatlantic Division and Middle East District (TAM), U.S. Army Corps of Engineers as well as Naval Facilities Engineering Command (NAVFAC) and US Air Force Civil Engineer Center (AFCEC) in support of the Army Facilities Components System (AFCS) program. Selection of an Indefinite Delivery Contract (IDC) will be based on design criteria described below. Up to two (2) indefinite delivery contracts (IDCs) will be negotiated and awarded. A target of one (1) contract will be restricted to small business. The total value of all task orders issued to the small business contract(s) will not exceed $10M. Under a separate synopsis, a target of one (1) contract will be open to all businesses regardless of size. The total value of all task orders issued to all unrestricted contract(s) will not exceed $20M. If the Contracting Officer determines during the selection process that fewer or more contracts should be awarded, based upon the selection criteria, the Contracting Officer has the discretion of adjusting that number, or awarding none at all. Small businesses may be considered for both the unrestricted (W912DQ-19-R-4017) and setaside (W912DQ-19-R-4018) contract(s). Small businesses must clearly identify whether they want to be considered for the unrestricted (W912DQ-19-R-4017), the restricted (W912DQ- 19-R-4018), or both. In accordance with FAR Clause 52.216-19(b), Order Limitations, Maximum order, the IDC which is awarded based on solicitation W912DQ-19-R-4018 that is restricted to small business shall include order limitations such that contractor shall not be obligated to honor any order for a single service in excess of $500,000; any order for a combination of services in excess of $500,000 or a series of orders within 180 days that together call for services exceeding $500,000. The IDC which is awarded based on solicitation W912DQ-19-R-4017 which is open to all businesses regardless of size shall include order limitations such that the contractor shall not be required to honor any order for a single service in excess of $7,500,000; any order for a combination of services in excess of $7,500,000 or a series of orders within 180 days that together call for services exceeding $7,500,000. Task orders with estimated values of less than $500,000 and not overly technically complex will be preferentially offered set aside for the IDC which is awarded based on the solicitation which is restricted to small business. Task orders with estimated values of over $500,000 or highly complex will be offered to the IDC which is awarded based on the solicitation which is open to all businesses regardless of size. Work will be issued by negotiated firm-fixed-price task orders. Firms that are selected for negotiation of a contract may be required to submit additional information at a later time for use in the evaluation of qualifications for specific Task Orders. The base ordering period for the IDC will not exceed five (5) years, with the option to extend services by six (6) months. The period of performance for the IDC will begin on the date of contract award and the ordering period will be in effect for the five (5) year base period, along with the additional six (6) months extension of services if the option is exercised. The period of performance for task orders awarded under the IDC will be determined based upon the work requirement (not to exceed five (5) years from date the Task Order is awarded) and will be included in the task order solicitations and negotiated task order award documents. Award of these contracts is anticipated on or around August 30th, 2019. The North American Industrial Classification System (NAICS) codes for this procurement is 541330 (Engineering Services), which has a small business size standard of $15,000,000 in average annual receipts. If a large business is selected for solicitation W912DQ-19-R-4017, it must comply with FAR 52.219-9 Small Business Subcontracting Plan DEV regarding the requirement for a small business subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Kansas City District which will be considered in negotiation of this contract are: (1) at least 32% of a contractor's intended subcontract amount be placed with small businesses (SB) (which includes all categories of small businesses); (2) at least 14.5% of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 5% of a contractor's intended subcontract amount be placed with women owned small businesses (WOSB); (4) at least 3.45% of a contractor's intended subcontract amount be placed with HUBZone small businesses; (5) at least 2% of a contractor's intended subcontract amount be placed with Veteran Owned small businesses (VOSB); and (6) at least 5% of a contractor's intended subcontract amount be placed with Service Disabled Veteran Owned Small Businesses (SDVOSB). The plan is not required with this submittal, but will be required with the price proposal of the firm selected for negotiations. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. Service wage rates will be determined relative to the employee's office location rather than the location of work. Firms must have a Unique Entity Identifier (UEI) (formally known as DUNS) number from Dun & Bradstreet (D&B) and be registered in the Department of Defense (DoD) System for Award Management (SAM). The project services involve designing facilities for a contingency environment to initial and temporary doctrinal standards. Services will include, but are not limited to: conducting facility review (vetting) sessions; conducting design charrettes; reviewing, revising, and developing design documents, construction activities, work elements, and bills of materials (BOM); provisioning of national stock numbers (NSN); preparing drawings, design analyses, and UFGS specifications; data modeling; quality assurance reviews and project coordination. Requirements for the review and design update of facilities will include: coordination with the standard proponent to determine current requirements; review and correction of Life Safety Plans; update facility design packages to current doctrinal standards including UFC 1-201-01 and TM 3-34.41 compliance; update drawings to current A/E/C CAD and Graphics standards; development or revision of architectural plans; development or revision of structural designs (foundations, walls, roof framing); review and revision of mechanical systems (HVAC, plumbing) and electrical systems (lighting, power, panel boxes, alarms). Requirements for the preparation of the design analysis will include: development of narratives that describe each facility and its intended use; documentation of design criteria, design assumptions, and primary features, all by discipline; calculations; and cut sheets. Requirements for data modeling will include: enter all facility design data into the program database (materials, labor hours, and equipment hours for all construction activities and supporting elements); verify accuracy and completeness of designs; perform quantity takeoffs; perform quality control of data in the database; conduct reviews with stakeholders and incorporate changes as directed. Project-specific requirements will be described in each individual task order's Statement of Work. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates.
