Site work for a water / sewer project in Sacramento, California. Completed plans call for site work for a water / sewer project.

ESTIMATED CONSTRUCTION COST: $2,790,000 to $3,190,000. The work to be performed under this contract includes the furnishing of all labor, materials, equipment and supervision for: developing actions/strategies appropriate to ecological site conditions, California native plant identification, site preparation, weed control, irrigation installation and operation including reactivating an existing well, tree, shrub and herbaceous species planting, native grassland restoration, and plant establishment maintenance. The work also includes new 1,500 gpm agricultural well construction, including well drilling, test pumping, installation and testing ofvertical well pump and motor and associated electrical work, and the construction of a new 82 gpm mitigation well. The Contractor's principal contracting business shall be in connection with specialized habitat restoration projects and shall possess the knowledge and skill to install and manage water wells for habitat restoration irrigation and mitigation planting, including well construction, test pumping, vertical well pump and motor; and development of restored or created habitats. Habitat restoration projects are habitat restoration, mitigation, creation, or enhancement projects that generally include: site preparation; planting and seeding; weed control including mowing and use of herbicides; multi-year plant maintenance; and plant establishment performance criteria that are generally required as a condition of a state or federal regulatory permit. Habitat restoration projects are designed to function as self-sustaining wildlife habitat for terrestrial and/or aquatic species. The contractor shall employ a licensed well driller for mitigation and agricultural and well construction. Award of this contract requires the bidder, or its subcontractor, to have a valid California contractor's license with the classifications identified above. These requirements shall be met at the time of the bid opening. Award of the contract also requires the bidder to demonstrate, to the satisfaction of SAFCA, that the bidder possesses the experience required to perform the work specified in the contract. Bidders are required to submit Attachment C - Bidders Experience Questionnaire with their bid. Each bid must also be accompanied by security in the form of a bid bond issued by a corporate surety, a certified check or cashier's check payable to SAFCA, or cash for an amount not less than ten percent (10%) ofthe aggregate sum ofthe bid. The successful bidder shall be required to execute a Material and Labor Payment Bond and a Performance Bond, issued by a corporate surety, acceptable to SAFCA, each for not less than one hundred percent (100%) ofthe contract price. The successful bidder shall be required to execute a Maintenance Bond, issued by a corporate surety and acceptable to SAFCA, during the maintenance period for not less than fifty percent (50%) ofthe contract price. SAFCA encourages the submission of bids and sub-bids by minority-owned and women-owned business enterprises. This is a public works project in accordance with Section 1720 ofthe California Labor Code. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department ofIndustrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement forbid purposes only underLabor Code section 1771.1(a)], No contractor or subcontractor may be awarded a contract for public work on a public works proj ect unless registered with the Department ofIndustrial Relations pursuant to Labor Code section 1725.5. The County of Sacramento received final approval from the Director ofthe California Department of Industrial Relations as a Labor Compliance Program effective March 15, 1994. All questions regarding this Labor Compliance Program should be directed to the Labor Compliance Section at (916) 875-2711. The SAFCA Board reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in the judgment of the Board, is the lowest responsive bid of a responsible bidder.
