The Maricopa County Flood Control District expects Phase I of the five-phase McMicken Dam Rehabilitation Project in Surprise to be completed in September or October. Phase I focuses on building a new emergency spillway and principal outlet at the dam's northern end, near Trilby Wash. Phase II will tie the new spillway to the rest of the dam's infrastructure and is expected to complete design in two years. The full project is expected to last 15-20 years and cost $140M. ____________________________________________________________________________________________________________________________________ UPDATE: https://www.maricopa.gov/DocumentCenter/View/72724/Capital-Improvement-Program-Book-FY22-FY26 The McMicken Dam Project was constructed by the U.S Army Corps of Engineers in 1954 and 1955 to protect Luke Air Force Base, the Litchfield Park Naval Air Facility and agricultural activities in the area from flooding; it also provides flood protection for critical public facilities and infrastructure including hospitals, schools, police and fire stations, freeways and other public roadways, railroads and the Beardsley Canal. The McMicken Dam Rehabilitation Project includes McMicken Dam itself (approximately nine miles in length), the McMicken Dam Outlet Channel (approximately six miles in length) and the McMicken Dam Outlet Wash (approximately four miles in length) that discharges to the Agua Fria River. The ability of the McMicken Dam to maintain the current level of flood protection for the benefit of the public in an increasingly urbanized environment is in question due to its age, land subsidence, earth fissuring, urbanization encroachment and current dam safety standards. These safety issues have led the District to determine that an overall rehabilitation or replacement of the dam is required. Alternatives may include a modified dam, floodways or basins which will provide a minimum of 100-year flood protection. The District has pursued, and continues to pursue, federal funding assistance for this project; however, a lack of federal funding availability has required a unilateral implementation by the District. Project in multiple phases with Ph. 1 & 2 under final design. Construction will include relocating the emergency spillway, improving the outlet channel and rehab of the dam embankment. Phase 1 of construction is scheduled to start in FY22. Project is included Maricopa County FY 2022 - 2026 Budget CIP Page 47. ------------------------------------------------------------------------------------------------------------------------------------------------------ Maricopa County is soliciting statements of qualification from firms to provide construction services to the Flood Control District of Maricopa County for McMicken Dam Rehabilitation Project Phase 2 PreCon, located in Maricopa County, Arizona. The construction project will utilize the Construction Manager at Risk (CMAR) process for Phase 2 of the project. The CMAR will provide pre-construction management services during the end of the design phase of Phase 2 and serve as the general contractor during Phase 2 construction. CMAR begins with the firm/team in an agency support role for pre-construction services. At the time the CMAR firm/team is selected the Phase 2 design will be 60% complete. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price contract. Construction includes dam embankment north and south of the previously constructed emergency spillway, a dike to capture flows from Picacho Wash, a soil cement drop structure on Picacho Wash, a low flow channel to channel flows to the new outlet and construction of a realigned outlet channel. Outlet channel dikes will also be constructed on the north and south sides ofthe emergency spillway to channel flow away from the outlet channel and the dam. The Phase 2 construction contract may also include safe and proper abandonment of up to 5 existing CMP outlets located within/through the existing dam located further to the south.. Only those firms that are recorded as being represented at both mandatory meetings will be eligible to submit a Statement of Qualifications. During a site visit, photographs may be taken but should not include any County personnel, or other site visitors.
